North Chicago, IL Travis McCullough Travis.McCullough@va.gov Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) Southern Tier intends to negotiate a sole source contract with Catalyst Learning Company to provide Nurse Training services at the Jesse Brown Veterans Affairs Medical Center (VAMC) in Chicago, IL.
This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract with one (1) base year and four (4) one (1) year option periods. The NAICS Code is 611430.
This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by June 27, 2019 at 3:00 PM (CST). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Center for Innovation, Inc.

STATEMENT OF WORK
1. Background
Charge Nurse Program
The Charge Nurse program is designed to improve leadership, management, and interpersonal skills of charge nurses. In addition, all courses reinforce critical business and patient safety and satisfaction measures. The courses provide professional and leadership development opportunities necessary for charge nurses to effectively lead their teams. The curriculum is designed for nurses who are new to the role, those who need to refresh their leadership skills, or those who simply have not had the benefit of formal leadership training.
2. Scope:
The Charge Nurse program consists of 2 courses for use by 2 groups of 20 Charge Nurse Leaders, accreditation of courses and instructors and instructor training (Train-the-Trainer). The courses will include the following topics: Charge Nurse Fundamentals and Critical Thinking for Charge Nurses. Instructor training will be a web-based, flexible series of five highly interactive, evidence-based courses. On-line access for ANCC accreditation will be included. Each course topic will include course material for 40 students and instructor material for three instructors. Train the Training webinars will be conducted for up to 5 instructors and online access for instructor assistance. Online components are accessed via log-in to Catalyst Learning’s learning management system. An Instructor Portal contains the slide show-based course presentation, course resources, and reports. The participant portal provides access to course resources, the course evaluation, knowledge assessment, and certificate of completion upon meeting all course requirements.
3. Specific Tasks/Deliverables
NCharge is a formal Charge Nurse Program developed by Catalyst Learning. Catalyst Learning is used by the VHA for several programs, and has demonstrated in –depth knowledge of the needs of VHA clinicians. All lessons are taught/facilitated by a trained VA employee, trained on all lessons, delivery and evaluation. Catalyst Learning Company, a workplace education and e-learning company, provides administration of the program in terms of grades and records, and provides all training materials. A Jesse Brown VAMC trainer will provide the instruction to the students, alleviating the need for an outside trainer and increasing the flexibility of scheduling. All sessions and the overall program will be evaluated using the Kirkpatrick 4-Level evaluation system.
Instructors will be provided with a password to access the on-line train the trainer course and modules through the Catalyst website. Catalyst Learning’s Client Relations teams works with the Coach throughout the 7 month period to achieve maximum results.

4. Selection Criteria
Catalyst Learning was chosen because of its in-depth, flexible charge nurse training programs and for its’ experience in working with other VAs with their charge nurse training programs. Catalyst Learning also provides resources for Jesse Brown’s School at Work training programs.
5. Security Requirements
Contract does not involve sensitive information but does require VA participants access to a VA computer system to launch the Catalyst Learning website for on-line course work.
