DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity:

Department of Veterans Affairs Great Lakes Acquisition Center, NCO-12 115 South 84th Street, Suite 101 Milwaukee, WI 53214-1476

Department of Veterans Affairs Edward Hines Jr. VA Medical Center 5000 5th Avenue Hines, IL 60141

Identify purchase request number: 578-19-2-969-0025

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Edward Hines Jr. VA Hospital has a request for upgrading the GI Imaging equipment and licenses. This equipment is used in the GI procedure lab at the Hines VA. The system incorporates images captured during exams and creates reports that communicates to the doctors. Without this equipment, GI exams cannot take place. This upgrade is requested in order to meet the GI Department’s patient growth needs, to enhance end-users’ imaging functionality, to increase staff and patients’ procedures productivity, and to reduce patients’ documentation workflow processes.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Hines VA GI procedure lab has a need for an upgrade to their GI Imaging software program and hardware. The existing GI Endomanager system, software, and licenses are proprietary, and no other brand will work with the current system. This procurement would be a direct upgrade to the current system being used. The GI procedure lab has an estimated $200,000 worth of software and hardware that all seamlessly works together. If a different brand were to be procured, all the current software and hardware would become obsolete and need to be replaced, costing the government time and money.

The requested Endomanager 3 upgrade expansion will work with current computers and will interface with the existing Endomanager system, the Biomed and OI&T departments’ existing network, and the hospital’s PIV security. By procuring the same brand, the hospital will save time and money because no additional configuration and testing will need to be done. This will eliminate delayed installation and delayed operational readiness times. If a different brand were to be procured, a Business Associate Agreement (BAA) would need to be approved, and the new system would require configuration testing before utilization by end-users. Furthermore, if a different brand were to be procured, the entire system and congruent hardware would need to be replaced.

Switching to a completely new system would be costly to the government, and would require the retraining of over five doctors, thirteen nurses and three technicians on the new system, as well.

This would negatively impact patient care as the new system would take time to learn and master in a hospital setting.

The existing system and requested upgrade will interface with all the hospital’s purchased Fujinon Endoscopes, and interface with all patients’ CPRS online electronic medical records. The upgrade will improve patients’ access, will reduce patients’ waiting times, and improve patients’ satisfaction.

4. Description of market research conducted and results or statement why it was not conducted:

A FPDS-NG query was performed on Monday, February 25th, 2019. The keyword “endomanager” revealed that the Government has purchased similar equipment in the past. Purchase Order W912DY16P0101 for $85,200.00 to the Small Business company .

A GSA Advantage query was performed on Monday, February 25th, 2019, using model number “L3-100-UP”, with no results. A GSA Advantage query was performed on Tuesday, February 26th, 2019, using keyword “endomanager”, with no results. No vendors presented themselves on GSA capable of meeting the needs of the facility.

A National Acquisition Center (NAC) MedSurg Catalog search was performed on Monday, February 25th, 2019, using model number “L3-100-UP”, which gave several results, with no similar or direct matches. A search was performed on Tuesday, February 26th, 2019, using keyword “endomanager”, with no results. No vendors presented themselves on the NAC capable of meeting the needs of the facility.

On Monday, March 18th, 2019 the contracting officer emailed the manufacturer , . to ask if they had any authorized distributors. responded saying they have one authorized distributor for the Hines, IL area, the small business company .

The NAICS code for this requirement is 334118 (Computer Terminal and Other Computer Peripheral Equipment Manufacturing) and the small business size standard is 1000 employees. The Federal Supply Code (FSC) is 7030 (ADP Software). Upgraded GI equipment and liceses, model number L3- 100-UP, is known to meet the facility’s needs.

Market research indicates there are no SDVOSB or VOSB companies that can meet the minimum needs of the facility. Market research indicates there are at least two small business companies capable of fulfilling the minimum requirements of the facility. Therefore, this procurement will be set aside for small businesses IAW FAR 13.106-1(a)(2).

5. Contracting Officer's Certification:
