AMENDMENT A00001
Regarding Solicitation 36C25219B0005, Project Number 537-19-137, Repair Steam System, the solicitation is amended as follows:
1. To include the Department of Veterans Affairs VHA Master Specifications.
2. The following questions and responses represent all questions submitted to the Contracting Officer regarding Solicitation 36C25219B0005. Questions and responses are provided for the bidder’s information and use:
Q1. It appears that the charts in the attachments listing the pieces and parts being replaced indicates the steam pressure leaving the PRVs but it does not list the incoming steam pressure for each PRV. Please provide the incoming steam pressure for the PRV valves. Please clarify.
A1. System component pressure ratings shall match existing
· BLDG 40 Crawlspace: 150psi in/out
· BLDG 40 Room 1600: 125psi in reduced to 55psi at the first PRV; reduced to 30psi at second PRV
· BLDG 1 Room B403: 40psi in/10psi out
· BLDG 1 Room 4549: 125psi in reduced to 40psi at the first PRV; reduced to 10psi at second PRV.
· BLDG 11B Room B340: 125psi in/30-50psi out
Q2. Is the Control Panel being replaced with the Vacuum and Condensate units?
A2. Control Panel replacement is not part of this solicitation.
Q3. Please provide the insulation specifications for this project.
A3. See the attached specifications.
Q4. Plans call for Welded Gate Valves. The existing pipes are all screwed. Please confirm welded gate valves are desired.
A4. Only the bypass valve is threaded. Please proceed per Statement of Work.
Q5. Will JBVA staff be responsible for shutting down and re-energizing systems?
A5. JBVA will perform the shutdown and re-energize the system. Per Statement of Work Part 6, Contractor shall request system shutdowns in writing not less than seven (7) calendar days in advance. In addition, Contractor shall submit a detailed project schedule showing all activities to be performed including work sequence, needed shutdowns, demonstrations and trainings for JBVA review and approval.
Q6. Per SOW, inspection w/ VA Shops shall occur at 25%, 50%, 75%, 95%. Please advise what constitutes the percentage of completion and what is expected to occur during inspection.
A6. Please refer to Statement of Work Part 5 for Performance Standards. Percentage of completion will be based on invoiced amount to date. Contractor is expected to meet all the requirements of the solicitation. Please refer to Statement of Work Part 5 for Applicable Performance Standards. System operation demonstration will be scheduled after Contractor submits Substantial Completion letter per Statement of Work Part 4.
Q7. Operation of the system is controlled by the JBVA Maintenance Staff. Contractor is making repairs to defective components. If JBVA Maintenance is responsible for de-energizing and re-energizing systems, please explain how the contractor will demonstrate operation of system repairs.
A7. Per Statement of Work Part 6, all building systems will be maintained in full operation at all times. Shutdown work shall be during low patient time and performed between Saturday 6pm through midnight concluding by 6pm on the following Sunday.
Contractor shall submit a detailed project schedule showing all activities including work sequence, needed shut downs, demonstrations/trainings in addition to a written system shutdown request not less than 7 calendar days in advance.
Q8. SOW calls for factory startup and certification of all systems. Startup should only pertain to the vacuum and consensate(sic) unit in BLDG 1-B403 Tank Room. Please provide commissioning plan and CxA to conduct factory startup.
A8. Please refer to the attached Specifications for Startup and Testing requirements.
Q9. SOW calls for system to be flushed and disinfected prior to being placed in service. Please explain the purpose of this, as these are not domestic potable water lines.
A9. Please refer to the attached Specifications for flushing and cleaning requirements.
Q10. Please clarify who the Designer of Record is.
A10. Per Statement of Work Part 4, the COR will coordinate with Designer of Record.
Q11. For bidding purposes, please identify which systems impact staff and patient areas that will require demonstrations to be conducted at night or on weekends.
A11. All system shutdown will impact staff and patient areas. Please refer to Statement of Work Part 6 for construction work hours.
Q12. SOW calls for a retest or for adjustments to be made to the system if the demonstration does not show "expected operation." Please provide expected operation outcomes.
A12. Contractor shall provide technically equivalents to the existing system components.
Prior to acceptance, Contractor shall demonstrate the operations of all systems disturbed to perform the work meet all the requirements of this solicitation. Please refer to Statement of Work Part 5 for Applicable Performance Standards.
Q13. Please provide System Training Functional Performance Testing requirements.
A13. Please refer to the attached Specifications for System Training Functional Performance Testing requirements.
Q14. If night time work is required, will a COR be present at all times? This is critical to know if additional time is needed to conduct installation and inspection on separate occurrences.
A14. Please refer to Statement of Work Part 6 for Construction Work Hours. Normal work hours can be modified by written approval of the COR. Contractor shall submit proposed schedule of all activities including work sequence and needed shutdowns for JBVA review and approval. JBVA will assign staff per JBVA discretion.
Q15. Please provide ICRA for all work areas.
A15. Infection Control Rick Assessment Plan will be provided after award. Please refer to Statement of Work Part 5.
Q16. There are no pilots on the existing regulators. Should the replacement parts include these regulators? Refers to BLDG 40 - 1600 A16. Existing pressure regulators have pressure pilots. Contractor shall install missing pilot lines and demonstrate operation.
Q17. What are the incoming and outgoing pressures on the system? Refers to BLDG 40 - 1600 A17. See response to Question 1.
Q18. Steam Pressure Regulator currently exists at 2 1/2". The plans call for 3". Is this line to be upsized?
A18. The steam line is not going to be upsized. All components to be replaced with this solicitation shall match existing sizes. Contractor shall validate the provided information and submit shop drawings per Statement of Work Part 4.
Q19. There are no pilots on the existing regulators. Should the replacement parts include these regulators? Refers to BLDG 1 – B403 A19. See response to Question 16 above.
Q20. What are the incoming and outgoing pressures on the system? Refers to BLDG 1 – B403 A20. See response to Question 1.
Q21. What are the incoming and outgoing pressures on the system? Refers to BLDG 1 – B4549 A21. See response to Question 1.
Q22. There are no pilots on the existing regulators. Should the replacement parts include these regulators? Refers to BLDG 11A- B340 A22. See response to Question 16 above.
Q23. What are the incoming and outgoing pressures on the system? Refers to BLDG 11A- B340 A23. See response to Question 1.
Q24. SOW calls for work hours to be 7AM - 3:30PM Mon-Fri. It is anticipated that most of these systems will require outages to be conducted during nights or weekends. Please advise if the project work hours should be switched to night time hours 6PM - 6AM.
A24. Per Statement of Work Part 6, normal work hours can be modified by written approval of the COR. Contractor shall submit proposed schedule for JBVA review and approval. Please refer to Statement of Work Part 6 for shutdown hours.
Q25. It is anticipated that JBVA Maintenance will isolate systems, shut down the system, drain the system, and re-energize the system. Please advise if this is correct.
A25. JBVA Shops will perform shutdowns, drain and re-energize the system. Per Statement of Work Part 6, Contractor shall request system shutdowns in writing 7 calendar days in advance.
Q26. Please advise if glycol of any kind is to be provided under this contract. If so, please provide quantities and specifications.
A26. Per Statement of Work Part 1, this solicitation is requesting services to repair the steam system. Disturbance of the hydronic system is not part of this solicitation. See the attached specifications.
Q27. Please advise if this is a design-bid-build or a design-build project. Who has responsibility amd (sic) reliablility (sic) for architecture and engineering on this project?
A27. Per Statement of Work, Contractor shall provide all tools, materials, components, labor and supervision for service to make repairs to the steam system on the designated areas.
Q28. Please advise if shop drawings are required in CAD or PDF. If CAD, please provide CAD drawings.
A28. Shop drawings in PDF version are acceptable.
Q29. Is there an environmental consultant for this project? If so, please provide details.
A29. Please refer to the attached Specifications.
Q30. Will you please provide the pre-bid meeting sign in sheet?
A30. Sign-in sheet is attached.
Q31. Please confirm that there is no asbestos remediation work to be included in this solicitation scope of work.
