Lovell Federal Health Care Center (FHCC) located in North Chicago, IL. The purpose of this Amendment is pro vide the following:

- Provide answers to questions submitted by interested parties (See continuation, page 2-5

- Extend the offer due date to Wednesday, August 15, 2018, 1:00PM Central Time

- Provide a site map for the FHCC campus (See Attachment A)

- Provide a sample Low Voltage Circuit Breaker Report (See Attachment B)

- Revise the Contractor Requirements to specify that equivalent training, education and experience may be considered and reduce the number years of high voltage electrical training and experience required from fifteen (15) to five (5) years (See attached conformed copy of the solicitation,SOW -page 5-9). All other terms and conditions remain unchanged.

Amendment 0001 for solicitation RFQ 36C25218Q9739 for Triennial Electrical Power Distribution System Testing, Maintenance & Repairs at the Captain James A. Lovell Federal Health Care Center (FHCC) located in North Chicago, IL.

Q1: Per the site walk on 8-3-2018 it is our understanding that if we are unable to shut down a piece of equipment that is slated for testing we are only to perform a visual and Infra-red (IR)test.

A1: This is correct. If the hospital deems the equipment too important to shut down the equipment will only be infrared inspected.

Q2: Per the site walk on 8-3-2018 it is our understanding that we will receive a copy of the last testing material that was provided 3 years ago from the last test.

A2: Every attempt was made to get everything on PDF for the prospective vendors, but it cannot be located anywhere. Program Office point of contact reached out to the old contractors trying to get the information, to no avail.

Q3: Per the site walk on 8-3-2018 it is our understanding that the VA would like for us to follow the same format that has been turned in from the last test. This will allow the VA to see if there has been any change from the previous testing.

A3: It does not have to be the same format but the same information is required. (See Attachment B)

Q4: It was our interpretation from the site walk that there is existing equipment that is not functioning properly. Some of this equipment until repaired should not be shut off and tested. Will we be given a full list prior to starting the project of all current equipment?

A4: The equipment that isn’t functioning properly was not included in the SOW. The full list of equipment that requires service is in the SOW.

Q5: During scheduled outages will it be the VA’s responsibility to turn off and then re-energize existing loads on equipment that will be shut down for testing?

A5: The contractor will be responsible for deenergizing and re-energizing the loads. Every shut down will have to be coordinated with the electric shop at least 3 weeks prior before the shutdown (especially in the hospital area). The 3-week grace period will help the electric shop to coordinate with the departments affected, gives us time to fill out outage reports and investigate everything that the breaker energizes. Communication will be crucial to the success of this testing. The electric shop will also sign off on any outages before they happen just in case problems occur.

Q6: Currently the hours for this project are normal working hours 7:00 am -3:30 pm Monday through Friday. Due to the amohttps://ceosh.med.va.gov/sow_ElectPowDistSysTesting.docunt of shutdowns that would need to take place to perform the required equipment testing. Would it benefit the schedule to set our normal work hours from 3:30 pm to 11:00 pm Monday through Friday? We believe this will create less disruption to the current facilities.

A6: After talking with the leadership at this facility I was advised that ALL outages will be held after 5:30pm (1730) on the weekdays and with permission and proper notice on the weekends. If the contractor decides to do all their work on second shift, I will require a representative from the contractor to be around at 2:30pm (1430) to discuss and plan future outages and the scope of work. Please be sure that all quotes reflect this change.

Q7: Could you provide a list of buildings that are currently occupied from 3:30 pm to 11:00 pm Monday through Friday?

A7: Building 7, Building 11, Building 66, Building 131, Building 133, Building 133CA, Building 134, Building 201, Building 202, Building 205, Building 206

Q8: Please confirm the added replacement Items include;

6. Building 206 Q10: Bolted in Circuit Breakers in building 133CA if not removed can only be IR Scanned without de-energizing, is this acceptable?

A10: If we cannot de-energize the panel, yes, IR scan will suffice.

Q11: To test coordination settings, will the Power System Study be provided for the new gear installed in 133EF and other new installations since last 2015 maintenance?

A11: No, 133EF was not a part of the scope in 2015. It has been added this year to the 2018 breaker test.

Q12: It appears that circuit breakers in panelboards below 200A were IR Scanned only, is this correct?

A12: On electrical panels only, the main breakers should be exercised. The rest of the breakers shall be infrared.

Q13: Is it expected that Contractor will supply temporary power (480VAC Generator) for all outage needs?

A13: No, outages and temporary power will be coordinated through the FHCC electric shop.

Q14: According to item C of Specific Tasks regarding Testing and Calibration – Is NETA Certification required to perform the work? If not, what is the expectation for how the NETA standards will be met and how will this be verified?

A14: No, NETA certification is not required to perform the work. All testing and calibration shall be to NETA 2015 Standards. The FHCC electric shop will be responsible to keeping the contractor to these standards.

Q15: Is the contractor responsible to shed load, de-energize, and re-energize the equipment for testing or will the VA do this?

A15: The contractor will be responsible for deenergizing and re-energizing the loads. Every shut down will have to be coordinated with the FHCC electric shop at least 3 weeks prior before the shutdown (especially in the hospital area). The 3 week grace period will help the electric shop to coordinate with the departments affected, gives us time to fill out outage reports and investigate everything that the breaker energizes. Communication will be crucial to the success of this testing. The FHCC electric shop will also sign off on any outages before they happen just in case problems occur.

Q16: Is the contractor responsible to remove and reinstall the panels, covers, and barriers on all the energized/live equipment to perform the infrared inspections or will the VA do this?

A16: Yes, Contractors will be responsible for removing panel covers, dead fronts, pedestal covers, junction box covers and anything else that needs to be removed to preform proper testing on the equipment mentioned in the SOW. FHCC will try to minimize the risk by deenergizing the equipment when we have the means to do so but this is a fully functioning hospital that provides 24/7 patient care and sometimes power outages will not be feasible. Contractors shall have a contingency plan in place with proper PPE to protect their employees when this type of work arises.

Q17: What specific oil tests/analysis are required for the pedestals?

A17: The following test shall by conducted on the pedestals

· Dissolved Gas Analysis

· Moisture Content

· Dielectric Breakdown Voltage test

· Specific Gravity

· Analyze the color of the sample

· PCB test
