DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-18-AP-1159
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Great Lakes Acquisition Center, 115 S. 84th St., Suite 101, Milwaukee, WI 53214. Purchase request number is 695-19-1-133-0025.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The contractor shall provide emergency (unscheduled) repair, provide troubleshooting, provide updates and unlimited phone support of the Endo Manager Software to include support for the EndoGI, EndoProse and Summit Database. The estimated amount for a base plus four 12-month option years is $12,500 yearly for a total of $62,500.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The software is proprietary, owned and managed by Summit Imaging Inc., products. The software suite is a custom proprietary interface to the VA’s existing CPRS system.
4. Description of market research conducted and results or statement why it was not conducted: A search was conducted on Vetbiz in accordance with the Rule of Two. No results were received. A search was conducted for historical documents. Task order VA69D-14-F-5404 was placed against contract V797P-4254B as a sole source. It was determined that Micromed LLC., is the only authorized service provider for Summit Imaging Products per email received from the vendor however, Micromed is no longer providing service on behalf of Summit Imaging. The proprietary software in the current system has deemed this requirement a sole source.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
