CONTRACTING OFFICER
1.0 SERVICES
The contractor shall perform the following:
· Annual and Semi-Annual Major Preventative Maintenance Inspections on three (3) Uninterruptible Power Systems
· Contractor shall provide engineer to perform Scheduled Battery Maintenance Services required for the care and maintenance of stationary batteries used and operated in conjunction with an uninterruptible power system (UPS) or battery charger system.
· Preventative Maintenance service shall include both UPS and Battery Banks
· Contract shall include all parts related to Preventative Maintenance Service except batteries
· Contract service shall ensure that the equipment functions in conformance with the latest published edition of NFPA-99, NFPA 110, UL, OSHA, VA, and CDRH standards.
· The equipment covered by this contract shall be maintained in accordance with the manufacturer's standards/specifications. Preventive Maintenance (PM) inspection, testing and repairs shall be performed in accordance with the manufacturer's specifications and schedule for PMs.
· The VAMC shall not provide tools, (test) equipment, service manuals or service diagnostic software to the contractor. The contractor shall obtain, have on file, and make available all operational and technical documentation which are necessary to meet the performance requirements of this contract. The location and listing of the service data manuals, by name and/or the manuals themselves shall be provided to the Contracting Officer upon request.
· Prior to commencement of work on this contract, the Contractor shall provide the VAMC with a copy of the current calibration certification of all test equipment, which is to be used by the Contractor on VAMC's equipment. This certification shall also be provided on a periodic basis when requested by the VAMC. Test equipment calibration shall be traceable to a national standard.
· Work must be performed by contractor personnel who are qualified to complete work as outlined in this statement of work. Contractor personnel must have training and experience that demonstrates proficiency in understanding the function, hazards, theory and maintenance of the equipment listed in this statement of work. Contractor personnel performing work under this contract must be OSHA trained, licensed electrical contractors or Journeyman status and those performing inspections must be State Certified Inspectors.
(2) Technical Capability: Offeror must submit the following (will be used for evaluation under the Technical Capability factor in 52.212-2):
1. Provide proof in the form of a list that Offeror has been providing this type of service within the past 3 years, for at least 3 years. List should include facilities/companies/agencies, Point of contact at facility/business, size of facility and timespan service provided for the facility where contractor has performed same work.
2. Provide proof that Offeror is authorized to provide service on all equipment listed in Section 2.1.
3. Provide proof that Contractor will provide technicians to perform under this contract that are OSHA trained, Licensed electrical contractors or Journeyman status, and State Certified Inspector will perform inspections. Per Section 2.0.
