COTRACTOR RFI QUESTIONS AND GOVERNMENT RESPONSES
Roofing System Replacement – Project #: A578-18-1022
1-Q: Work Hours: Can the Prime modify the hours of operation as long as it does not disturb the occupants? Please state the earliest and the latest hour we can work during a standard work week.
1-A: Hours of operation would be acceptable from sunrise until sunset; (6:00a.m.-7:00p.m. M-F)
2-Q: Please provide as built drawings that show the existing roof system construction.
2-A: As built drawings are unavailable at this time.
3-Q: Please provide project drawings and details.
3-A: Drawings are not available at this time. Please see attached Google Map aerial view of roof for reference.
4-Q: Please provide laydown space for project materials. Temporary construction fencing will need to be placed to secure the laydown space.
4-A: Limited fenced area is available for stocking material; no laydown space will require fencing.
5-Q: Please confirm that this project is NOT tax exempt.
5-A: This project IS tax exempt. The following verbiage is hereby incorporated into the solicitation:
The Illinois Administrative Code, 130.2075 allows construction contractors to be exempt from Retailers Occupation Tax and Use Tax within the State of Illinois when the materials are for Incorporation into real estate owned by Governmental bodies. For purposes of this authority, a Construction Contractor is defined as a General Contractor or a Subcontractor 86 Ill.Adm.Code 130.1940(a)(1). Materials, are defined as all of the tangible personal property, including fixtures, which enter into a structure or otherwise become incorporated into real estate 86 Ill.Adm.Code 130.1940(a)(5), but do not include tools, fuel, lumber for forms and other end use or consumption items which are not incorporated into the real property 86 Ill.Adm.Code 130.2075(d)(3).
‘Prospective offerors are notified that under 86 Ill.Adm.Code 130.2075, purchase within the State of Illinois to be incorporated into the real property of Jesse Brown VA Medical Center, Chicago, Illinois may be exempt from Illinois Retailers’ Occupation Tax and Use Tax. VA will furnish a Certificate to the successful awardee of this solicitation with all required information to be used within the State of Illinois. Prime contractors may furnish the certificate to its subcontractors for use on this project. All bids received in response to this solicitation are presumed to reflect any tax benefit that may be realized upon receipt of this certificate.
6-Q: What is the current thickness and composition of the roof at building 30. Current roof is sitting right below counter flashing. Does the VA want the new roof to be installed to match the thickness of the existing roof? Installing new roof to meet current energy code requirements may require the new roofing to go up and over the parapet wall and installation new metal coping. If we are installing new coping what are the specifications for the coping.
6-A: Hines Staff cored the roof over Bldg.30 and our findings are it is a bituminous gravel roof coating
7-Q: A portion of outer corridor E has a sloped area from a higher elevation roof attached to it. We will not be able to tie the new roof in to the bottom of the sloped section. Does the VA want us to include roofing this sloped section and installing a new expansion joint at the top in our lump sum pricing?
7-A: 2) Yes The VA would like to include sloped roof and any other associated tie in to existing roofs. SOW is hereby modified to include additional area over corridor at/or near E176 and to include incorporating additional roofing for the modified Manfred Section at the Northern most point of the Scope length for D&E Sections. Additional square footage would be increased by < 500 sq. ft.
8-Q: The solicitation states that we will be mechanically attaching the insulation. Are the decks under the various roofs in this solicitation wood or concrete? If they are concrete mechanically attaching will require hammer drilling in to concrete and using concrete pins. Can the insulation be installed using low rise foam adhesive instead of mechanically attaching the insulation?
8-A: Insulation may be adhered to concrete roofs using adhesives as recommended by the insulation manufactures.
9-Q: The solicitation states on page 1 that the job magnitude is between $100,000 - $150,000. On page 12 in the description of work it states cost range is $100,000 to $250,000. Which is the government estimate for this job?
9-A: Job magnitude is $100,000-$150,000.
10-Q: The specifications mention walk pads (Page 07 54 23-7 section 2.6) and Roof pavers (Page 07 54 23-7 section 2.7). What is the quantity and location of the pavers and walk pads?
10-A: Roof pavers will not be required, walk mat(s) will be necessary on building 220, 75’ in length
