Building 98 Exterior Ductwork Insulation

The purpose of this amendment is to answer RFI questions.

The following questions and responses represent all questions submitted to the Contracting Officer regarding Solicitation 36C25218B0688 by the 20 April 2018, 5:00 pm CST deadline.

Q1. Can the VA provide a copy of the pre-bid meeting sign in sheet?

A1. Yes, attached.

Q2. Does the roof have a warranty and can the VA provide the roofing company contact information?

A2. No warranty. Sentry Roofing (Covington, IN) has been used for repairs on the roof membrane.

Q3. What is the height of Bldg. 98?

A3. Thirty (38) feet to the top of the roof slab. Fifty-three (53) feet to the top of the penthouse.

Q4. Lighting [sic] protection must be removed and re-installed following completion of the work on the duct and piping insulation. Is re-certification of the lightning protection system required?

A4. Yes.

Q5. Are there any existing utilities buried below grade that would prohibit the use of lifts in the grassy areas at the back of the building?

A5. North of the covered walkway, there is an underground fuel tank. It is well marked. Keep lift vehicle at least eight (8) feet from this fuel tank. South of the covered walkway there is a sewer manhole. Keep lift vehicle six (6) feet from this manhole.

Q6. Can lifts be used to work overhead of the covered walkway during normal working hours?

If yes, will the covered walkway have to be scheduled for closures? If yes, how many days’ notice is required for closures? If no, will work above the covered walkways have to be done after hours?

A6. Lifts may be used above the covered walkway. No closure is necessary. No restriction on hours due to the covered walkway.

Q7. May we have access to the fence in area on southeast side of building 98 for installation of trash chute to drop removed material from roof area to ground level?

A7. No.

Q8. Scope statement of work I.E. calls for 2” Polyiso Board Insulation installed in two 1” layers on all SA and RA duct. Is the double layers construction necessary? Could we install one 2” layer? This double layer installation cost is considerably more due to labor days of installation with limited benefit due to the relative low Delta T of this system.

A8. Yes, double layer construction is necessary. No, you cannot install one 2” layer.

Q9. Can we have a dumpster set on the east side of the building next to the ambulance dock and in between the fence of the existing AHU units? The VA let the contractor set it there on a previous job in Building 98.

A9. Dumpster must be outside of the fencing. It may be placed on the grass, just north of the ambulance dock. An alternate dumpster location is just north of the covered walkway, on the grass. Any resulting ruts or damage to the grass must be repaired.

10. There will be need for boom lift to do this project. [sic] Is a fence in area required to do this? You have parking spots back there now for some of the VA employees. You have a dock for the delivery that I am sure will need to be kept open.

A10. Yes, the boom lift needs to be fenced off while operating to protect the general public.

Q11. Who is responsible for removing and replacement of electrical conduit and equipment associated with existing ductwork?

A11. The Contractor is responsible.

Q12. Who is responsible for removing and replacement of the lightning arrestor system associated with the existing ductwork?

A12. The Contractor is responsible.

Q13. Will articulating boom lifts be allowed on the NE and SE grass areas?

A13. An articulating boom lift can be placed in three locations: (1) At the loading dock. (2) Outside of the fence, north of the ambulance dock. This would mean a lift over the fenced area. Keep lift vehicle six (6) feet from the sewer manhole in this area. (3) Just north of the covered walkway on the grass, no closer than eight (8) feet to the buried fuel tank. Any resulting ruts or damage to the grass must be repaired.

Q14. Is there a link I can go to in order to access/order plans for the above-mentioned project?

A14. Please visit www.fbo.gov to download a copy of the solicitation and supporting documents.

Q15. Is there an incumbent contractor currently performing these services or is this a new requirement? If there is an incumbent, could you please provide the contract number?

A15. This is a new requirement; there is no incumbent.

Q16. Regarding the electrical trace for the chilled water piping, will this be a single straight line trace or a multiple line trace?

A16. Due to the size of the chilled water lines (8” diameter & 5” diameter), multiple line electrical trace is required to properly freeze protect the lines.
