Pre-Bid RFI / Questions and Answers

Q. Will a storm water structure schedule be provided?

A. Information has been provided on Sheet C-3. This will be included in Addendum 1.

Q. Can a drawing be provided that better defines the area of pavement with concrete below?

A. A supplemental drawing, C-1a, has been provided in Addendum 1 to show approximate location of anticipated concrete below asphalt pavement.

Q. Will an asphalt mix design be provided?

A. Mix shall meet MDOT mixes LVSP or 4E1.

Q. Can the MDOT curb types be used?

A. Yes, Sheet C-11 has been revised to include this. Refer to C-11 as part of Addendum 1.

Q. Will the stone around the Contech structure require to be wrapped with geotextile?

A. Yes, Specification 33 40 00 has been revised to include this requirement.

Q. Will there be any areas available for staging equipment/material?

A. An area will be provided south of the pump stations. Refer to C-1 and C-2 as part of Addendum 1.

Q. Can PVC be used instead of HDPE for the stormsewer?

A. Yes, PVC pipe will be acceptable. The specification and drawing have been revised and will be provided in Addendum 1.

Q. C-2: Is there a reason why the curb and gutter on the north side, west end of the south island doesn’t extend all the way to the end of the proposed pavement to catch the remaining 8 parking spaces?

A. The curb stops at an existing concrete pad that needs vehicular access across it so no curb will be installed. New pavement will be match existing concrete.

Q. C-2: The double line edge around the proposed pavement near building 1, there is a small call out for “top of wall” and for it to slope to catch the proposed pavement.

However, this double line edge covers all of the proposed pavement. Is it intended to be curb and gutter here or is the wall intended to cover all of the proposed asphalt and concrete pavement in this area?

A. There will be a retaining wall on the west and south portion of the parking area. Refer to C-8 as part of Addendum 1.

Q. C-2: Building 8 driveway call out?

A. Demolition plan requires the concrete driveway to be removed. Sheet C-9 require new asphalt pavement for driveway.

Q. C-3: Is CB8 new?

A. Catch basin numbering have been revised and a structure table has been added as part of Addendum 1.

Q. C-3: Round type inlet south of CB8, Inlet is 8” PVC but no exit pipe size is given. Is there an existing pipe to catch here?

A. Catch basin numbering have been revised and a structure table has been added as part of Addendum 1.

Q. C-3: Minimum Inlet diameter? There are no details given for the round inlets.

A. Refer to specification 33 40 00 for inlet diameter.

Q. C-3: What is the pipe size that connects to CB5 to 7’ Dia. Contech structure?

A. Catch basin numbering have been revised and a structure table has been added as part of Addendum 1.

Q. C-3: Is Manhole 1 intended to be the same type of structure as the inlets? No details are given.

A. Yes, refer to Specification 33 40 00, Section 2.7.

Q. C-3: Are the frames/grates for the inlets supposed to be cast into the inlet lid or bolted to the lid and set in the asphalt pavement? What are the grate opening sizes for the inlet lids?

A. Refer to Specification 33 40 00 – Storm Sewer Utilities

Q. C-4: What are the dry basins made of? No detail given.

A. Precast Concrete manholes that shall meet requirements of Specification 33 40 00. Also noted on Sheet C-4.

Q. C-4: Is there a requirement for bypass piping? If so, who is responsible?

A. During modification of the pump station, one pump station shall be operational at all times. Any temporary bypass pumping required to work in either pump station will be the responsibility of the Contractor.

Q. C-4: North Island in the main parking area, is this supposed to be rock, asphalt, concrete or green?

A. Inside the island shall be concrete and a note will be included on the drawings as part of Addendum 1.

Q. C-11: Curb and gutter details need some attention. There are leaders without labels, there is no call out for aggregate base thickness or type.

A. All curb and gutter will require 8” of compacted base. Revised drawings will be included in Addendum 1.

Q. C-11: There are no pump station details, inlet details, manhole details, Pipe cross section details for pipe under ground or pipe under pavement missing, etc..:

A. Notes have been added to the pump station details.

Q. There are no specifications for electrical work. Is this intended?

A. Refer to Sheet E-1 as part of Addendum 1.

Q. What size wire is intended for use with the light poles and gate operators?

A. Light pole will be #6 Copper THHN (208v). Gate operators #4 Copper THHN (120v).

Q. Is there a need for grounding or counterpoise wire?

A. Yes, grounding as per NEC; No counterpoise wire.

Q. Any need for pull or junction boxes at the lite poles or as necessary along the wire path?

A. Yes, 12”x12” inground junction box at each new pole light pole and existing light pole that will be used to feed from. In addition, one junction box at new gate operator and one junction box at existing gate operator to utilize for new feed to new gate operator. Total of seven (7) in-ground junction boxes.

Q. Is the wire intended to be in conduit or direct burial? If it is direct burial, does it need to be in conduit under the driveways?

A. Wire shall be installed in PVC conduit, SCH 40.

Q. Where do the controls for the gate operators connect? Is there any requirements for breakers, panel work or other connection type work for the light poles or gate operators?

A. Power for the gate operator is being fed from the conductors feeding the existing. New junction box shall be installed at existing operator. No additional circuits or panel work is anticipated.

Q. Erosion Control/Turf Establishment - There are no call outs for either. Is this intended? Are there no requirements for sloping or edging along new sidewalks, curbs, pavement, walls, etc.?

A. This has been included in Addendum 1.

Q. Do you have an anticipated NTP date? I know the duration is 365 calendar days, but all of this work is site work and temperature and weather dependent. I don’t envision that any of this work will be able to be constructed this year and probably not until next spring.

A. Per Specification 10 00 00 – General Condition, contractor work stoppage due to winter weather constraints shall only be included at the beginning or end of a

Phase. Therefore, it is anticipated breaking ground will start Spring of 2019.

Q. The specification for the HDPE Pipe, is that the smooth channel dual wall pipe?

A. Refer to Addendum 1 for acceptable pipe.

Q. The Contech structure is not referenced in the specifications? Is this intended?

A. The approved structure shall be installed per manufacturer’s installation requirements.

Q. Proposed fence, there are no details for this nor specification, is this intended?

A. Refer to Addendum #1 for specification.

Q. The spec calls for taking two cores per day out of the pavement to test compaction. Can that be waived for nuclear density testing instead?

A. Testing cores from the pavement is not desired. Nuclear density testing for compaction will be required. Specification has been revised and will be included in

Addendum 1.

Q. Reference C-1 Demo plan Note : remove existing gravel and prepare area for new gravel base and pavement. Can we salvage this existing gravel and use it to supplement the new gravel?

A. No, the intent is to remove all existing gravel and replace with new material meeting MDOT 22A for the base. Addition fill required beyond the 8” of base shall meet MDOT Class 2 fill.

Q. Reference C-1 Demo Plan Note : remove existing asphalt pavement . It is anticipated the north side of parking lot . Asphalt is underlayed by 10” of concrete. Can we pulverize the existing Asphalt and base gravel to a suitable blended material to be salvaged and used to replace the 10” of concrete or at a minimum the bottom 2”?

A. No, the intent is to remove all existing gravel and replace with new material meeting MDOT 22A for the base. Addition fill required beyond the 8” of base shall meet MDOT Class 2 fill.

Q. In areas where the existing base gravel is 8” or greater can we leave it in place after the asphalt is removed? Or is the intent to remove all the existing gravel and replace with new?

A. The intent is to remove all existing gravel and replace with material meeting MDOT 22A for the base.

Q. Can we get a cross section detail of the existing pavement areas showing anticipated pavement thicknesses of existing asphalt, base courses and concrete? We need something to show us what the existing pavement thicknesses are to properly calculate pavement removal, grading, and fill/cut quantities.

A. Refer to existing soil boring logs included in the specifications for reference.

Q. CAD Files, can the dwg/CAD files for the project plans be made available to us?

A. No, not prior to Award.

Q. Coordinate information regarding TBM’s and radius call outs, not enough information given on plans.

A. Benchmarks are shown on the plan. The existing site survey was provided to the VA which used Michigan State Plane system that utilized NAVD 88 datum.

Q. Will the VA be providing quantities and work items listings for this project?

A. No, that will be the bidder’s responsibility.

Q. What light fixture is specified?

A. Refer to Sheet E-1 as part of Addendum 1.

Q. How many light fixtures per pole?

A. Refer to Sheet E-1 as part of Addendum 1.

Q. Ref C-2; What is the thickness of the proposed concrete pad near oxygen storage and the 20.07 x 41.30’ pad east of engineering?

A. Refer to Sheet C-2 as part of Addendum 1. Notes have been added.

Q. Ref C-2; What type of reinforcement is required?

A. No reinforcement requirement in concrete slabs.

Q. Ref C-1; Is there an existing electrical feeder duct bank running from the south neighboring property transformers to the back of the hospital facility? If so can further information be provided?

A. The transformers on the south property line are no longer there. The existing ductbank has been removed in past construction projects. Existing drawings for utilities have been attached to this document and are for reference only. Contractor is responsible to contact MISSDIG prior to excavating. VA will locate and mark all known private utilities prior to excavation. Contractor required to give VA 2-week notice for this.

Q. Ref C-1; Can the natural gas service line, water lines and any other known utilities be shown on drawing?

A. Existing drawings for utilities have been attached to this document and are for reference only. Contractor is responsible to contact MISSDIG prior to excavating.

VA will locate and mark all known private utilities prior excavation. Contractor required to give VA 2-week notice for this.
