NOTICE OF INTENT TO SOLE SOURCE
Ventilator
The Department of Veterans Affairs Cleveland Veterans Affairs Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 339113 with a small business size standard of 750 employees. The VA intends to solicit and negotiate with Nihon Kohden, 2601 Campus Drive, Irvine, CA 92712-1601, for ventilators.
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Louis Stokes VAMC, Cleveland, OH has a need to procure ventilation equipment in order to upgrade the current Government-owned system in place. The upgraded ventilation equipment will provide staff with critical capabilities necessary for clinicians to diagnose and treat critically ill patients unable to breathe on their own. In order to meet the Government’s need the ventilators must fully integrated dual hepa filtration, integrated ETCO2 and SpO2 monitoring, high flow oxygen therapy as a standard option, not under an FDA recall, and full disclosure with 72 hours of continuous waveforms stored. Only Nihon Kohden America equipment meets all the salient characteristics requested at this time. Nihon Kohden America, Inc. is the OEM for the proposed equipment. As such, they are the only company capable of providing the equipment needed.
Other persons may identify their interest and capability to respond to this requirement by Friday, December 27, 2024, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
