1. General: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, 13 and as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotation (RFQ), solicitation number 36C25024Q0688, in accordance with FAR Parts 12.603 and 13.5. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED and a written solicitation will not be issued. Awards resulting from the (RFQ) will be based on Best Value to the Department of Veterans Affairs giving consideration to: Technical, delivery, past performance, and Price. This acquisition is Unrestricted, the North American Industry Classification System (NAICS) code is 333248 and has a size standard of 750 employees. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-019.

1. Statement of Work (SOW):

Title of Project: PLASTIC GRANULATOR

Purpose of Project: VA Northeast Ohio Health Care System is requesting to procure 1 complete Plastic Granulator system to shred plastic products for recycling purposes for the main hospital. These devices will help to increase our overall reduction in waste that goes to the landfill per VHA Directives and Executive Orders.

Background: Environmental Management Service (EMS), Waste Management division is tasked with the oversight and responsibility for the handling of Regulated Medical Waste within the entire VA Northeast Ohio Health Care System. Multiple VHA Directive and Presidential Executive orders want all federal agencies to reduce waste to landfill by 50% in 2025 and 75% by 2030.

Vendor Requirements/Specs:

· Vendor shall provide a self-contained plastic granulation system, applicable accessories, and spare parts.

· System must be designed to the handle parts that are over 1” thick, 1 foot wide, and 1 foot in length.

· System is a “Beside the Press/Mill” Granulator, in that it is small and compact but is still able to granulate heavy prosthetic plastic.

· Products that will be granulated can include polyethylene Terephythalate (PET), High Density Polyethylene (HDPE), Low Density polyethylene (LDPE) , Ultra High Molecular Weight Polyethylene (UHMW), Copolymer Polypropylene, Homopolymer Polypropylene, O&P grade Polypropylene, and a wider variety of other plastic polymers

· Vendor shall insure of a method where granulated product can be captured in a container (Plastic or Cardboard) or gaylord to be shipped out for further processing

· Cumberland model G12224P1 Granulator or equivalent, EVA, Kydex Thermoplastic, ABS

· Dimensions: The granulation unit will be no larger than the following dimensions

· Overall, Height: 70 “

· Infeed Height: 55”

· Width of Base: 40”

· Length of Base: 41”

· Hopper: Hand Feed Hopper with top cleanout door

· Cutting Chamber: Straight drop chamber design with scissors cut with quick access to cutting chamber and screen. Equipment will have a time delay safety switch.

· Rotor: 3 blade, slant knife design, no smaller than 12” cutting diameter

· Knives: 3 Rotary, 4 bed knives with steel construction

· Screen: No larger than 5/16” Diameter holes and less than 150 square inches of open screen area.

· Drive: No less than 30 Horsepower motor with V-Belt drive system

· Base: will have a minimum of four 6” casters 2 of which must swivel and 2 that are fixed.

· Bin: a minimum of a 1.5” vacuum discharge

· Control Systems: Motor controls and electricals must be installed in a NEMA-1 control cabinet wired in accordance with ANSI and National Electrical Code. Control voltage of 115 wire with electrical/mechanical safety interlocks. 460-volt controls. Built in digital amp meter required.

· Comet E6-40 single phase hopper loader with control or Equivalent

· Minimum of 10 feet 1.5” flex hose, if hose is required to deliver contents to container or gaylord.

· Minimum of (1) 1.5” vertical pickup wand

· Minimum Voltage requirement 110 volts

· Minimum Capacity of 6 Liters

· Maximum throughput: 400 lbs. per hour

· Minimum Vacuum Motor: 1.4 Horsepower

· Maximum dimensions: 24” High x 14” Diameter.

· Include a Gaylord Straddle Bar for mounting.

· Vendor will Turnkey install all components of the plastic granulator.

· Vendor will provide education, training, and safety training to all employees that are to utilize the machine.

The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial; 52.204-24; 52.216-1; 52.233-2; 852.211-73; 852.215-70; 852.252-70; 852.270-1; 52.225-25; 52.212-2; and 52.212-3.

Offerors shall submit their quote on the attached pricing schedule and shall comply with all instructions contained in FAR 52.212-1, Instructions to Offerors—Commercial Items, with addenda: paragraph (c) change 30 to 60. The provisions at 52.212-2, Evaluation—Commercial Items, add, Award Basis: The following factors shall be used to evaluate offers: technical, delivery, price, and Veteran’s Involvement. Technical, delivery, and Veteran’s Involvement combined is more important than price. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items shall be included with the offer.

5. Procedure for submitting documents to the Department of Veterans Affairs:

6. Submission of Offer:

All information shall be submitted in the manner described below and offerors who do not submit all information may not be considered for award.

0. Contractor shall provide an authorized distribution letter. The Contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized Contractor reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The Contractor shall provide new items ONLY; no remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.

0. F.O.B. shall be destination.

0. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

0. CONTRACTORS MUST STATE THEIR BUSINESS SIZE when submitting their quote AND if the item is on a FSS/GSA schedule awarded to the Contractor include the schedule information on your quote.

7. Evaluation of offer.

This is a competitive Request for Quotes (RFQ) that will be evaluated under FAR Parts 12 and 13. The Government will issue a Firm Fixed Price, purchase order, resulting from this solicitation to the responsible offeror whose offer conforms to the requirements within this solicitation and will be the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Price Technical (capability of offeror to meet the Government’s needs) Delivery Past Performance – Past performance will be evaluated through the Past Performance

The evaluation will be rated on capabilities information submitted and specifications of requirements from the Statement of Work (SOW).

An Offeror’s initial offer should contain the best terms from a price and technical standpoint. Offerors are reminded that representatives from your company SHALL NOT contact any Cleveland VAMC personnel to discuss this RFQ during the solicitation and evaluation process.
