QUESTIONS AND ANSWERS

1. Question: The SAM Announcement states that the responses are due on 9/21/2023 at 1400 EDT. However, the document lists it as 9/20/2023 at 1400 EDT. Could you confirm which date/time is correct please?

Answer: Responses are due 9/21/2023 at 1400 (2:00 PM) EDT.

2. Question: Is this a current requirement if so, who is the incumbent and contract award number?

Answer: There is no previous requirement. This is a new requirement.

3. Question: How many classes a month or year will be required?

Answer: Twice Monthly for new supervisor and once per month for next level supervisors.

4. Question: How many participates per training session?

Answer: Up to 30

5. Questions: Will the government accept virtual training?

Answer: This will be on a case-by-case basis. All training should be onsite. There are provisions to have multiple sites join through VTel and conduct training this way.

6. Question: What is the time frame for each course?

Answer: Six (6) hours per course or day

7. Question: Does the government provide refreshments for students or do the government expect contractor to provide refreshments and lunch for all day classes?

Answer: Participants are to manage their own refreshments and dining arrangements

8. Question: Is there a page limitation for Technical response?

Answer: No

9. Question: Can the government provide list of supplies the government will cover?

Answer: No Government Supplies will provide. Students will have access to laptops, printers, and other electronic devices. If other equipment is needed, such as connection a projector, it will at the VA’s discretion based upon availability.

10. Question: Will the government consider a week extension.

Answer: No extension will be granted at this time.

11. Question: What is required to be submitted in the technical, resumes etc.?

Answer: Experience developing curriculums

12. Question: How long will the government give contractor to develop curriculum? Before training starts?

Answer: One to two months

13. Question: How many participants will be in each cohort for each year?

Answer: The cohort is for 6 months. Up to 30 participants. New Supervisor up to 20 and Next Level up to 10

14. Question: Does this requirement have an incumbent or already specified contractor for this effort? If so, who? And original contract number?

Answer: No.

15. Question: B4 Statement of Work Section D Period of Performance state: Training shall be for periods of six (6) months per training cycle or cohort. The period of performance will be outlined on the Price Schedule. Because each cohort is six months in length what is the anticipated course schedule during the six month such as 1 class per month, 2 classes per month or does the government want the contractor to establish a course schedule that will fit within the six-month schedule?

Answer: Two classes per month, 6 to 8 hours in a day for new supervisor training and one day per month for next level supervisor training

16. Question: What is the government requirement for each course conducted over the six-month period? (i.e., 1-day, 2-days, 3-days in length) Will each course length be left up to the contractor?

Answer: Two classes per month, 6 to 8 hours in a day for new supervisor training and one day per month for next level supervisor training

17. Question: How many participants will be attending New Supervisors Training and Next level Training each 6-month cohort? Reason is to provide an accurate cost proposal we would need the number of students as student throughput affects pricing for students guide print cost, and the number of Myers Briggs, 360’s and Everything Disc assessments needed to support the cohort?

Answer: New Supervisor up to 20, Next Level up to 10

18. Question: Will students be provided a copy of John Maxwell’s 360 Degree leader as pre-course reading assignment or is the requirement just for the course framework to be based on his work?

Answer: Both. They should be provided the book and the principles of the book intertwined with the course framework for consistency of learning.

19. Question: Will we have the same students attending each of the courses for the entire 6-month cohort training cycle?

Answer: Yes. It will be a prerequisite for attendance that each student attests their availability for the entire program. This will also be acknowledged by their supervisors.

20. Question: B-5 Price/Cost for CLIN 0001AA New Supervisor and 0001AB Next level Supervisor a quantity of (2). To help provided accurate pricing what is the number of students that will be attending each of the two (2) cohorts for a total of four cohorts (CLIN 0001AA New Supervisor (2) and 0001AB Next level Supervisor (2) for the base year. The number of student tell us how many Everything Disc, and/or Myers Briggs and 360’s to include in cost. Without this information it’s impossible to price accurately or maybe even an estimate of the number of students per cohort?

Answer: Up to 20 for the new supervisor and up to 10 for the next level supervisor

21. Question: Can the government provide an estimate of the number of 360’s, Everything DiSC or Myers Briggs will be needed to support CLIN 0001AA New Supervisor and 0001AB Next level Supervisor Base year?

Answer: Up to 20 for the new supervisor and up to 10 for the next level supervisor.

22. Question: The Government has asked for various Assessments such as DISC, MBTI, 360 and Strength Finder. All of these assessments have various pricing structures. As this is a FFP Contract can the Government please provide the specific assessments required and how many of each?

Answer: According to the number of students who are registered for the program or cohort. Both New and Next Level Supervisor will need the same assessments. Up to 20 for the new supervisor and up to 10 for the next level supervisor.

23. Question: The Contractor shall provide two levels of training. The Government also provides a FFP CLIN for the training. In order to price this can the Government please provide the following for each CLIN:

a. How many courses will be conducted for each level of personnel?

b. For each course how many attendees will be at each course?

Answer:

a. New supervisor = 12 classes/days. Next Level Supervisor = 6 classes/days

b. Up to 20 for the new supervisor and up to 10 for next level supervisor.
