Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ (36C25023Q1060). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05.

This solicitation is set aside 100% for certified service disabled veteran owned small businesses (SDVOSB).

The associated North American Industrial Classification System (NAICS) code for this procurement is 334112.

The Network Contracting Office 10 (NCO 10) 6150 Oaktree Blvd Independence, OH is seeking an Audio/Video system for the simulation lab space.

Questions pertaining to this solicitation shall be sent by e-mail only to tiera.sims@va.gov no later than Friday September 14, 2023, 12pm local time. Questions received after the specified date and time will not be considered.

STATEMENT OF WORK (SOW)

1. Background.

The education department is requesting a simulation audio/video (AV) system with SimCapture software (or equal). The AV system will be used for various simulation-based educational activities such as OOORAM (Out of Operating Room Airway Management) 2.0 training, pyxis training, and mock code training. We are in the process of expanding simulation in nursing orientation, which includes Physical assessment, ekg competency, resuscitation training, and other various skills. The AV system will be used to record participants and use the footage during the debrief. The AV system will also help to collect data from the manikins, simulated patient monitor, etc. This will provide an all-encompassing experience for the learners.

2. Scope.

The software system is needed to tie in data from the manikins and the simulated patient monitor for all training within one system, without the use of additional equipment or programs. The vendor shall also provide any installation and training required.

3. Specific Tasks.

The contractor is responsible for confirming the Government’s receipt of the contractor’s quote.

All work required by other trades shall be identified under this section by the Bidder.

4. Security Requirements The contractor will not have access to medical or patient information. The C&A requirements do not apply and a Security Accreditation Package is not required.

This is an open-market combined synopsis/solicitation. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

1. The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.

OR

2. The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: (Contractor shall list exception(s) and rationale for the exception(s)).

Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Registration is available at www.sam.gov.

This procurement is for new items only; no remanufactured or "gray market" items. No remanufactures or gray market items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment, verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.

Factors shall include price, warranty, and technical acceptability.

The award will be made to the response most advantageous to the Government.

Responses should contain your best terms, conditions.
