About this file

This special notice from the Department of Veterans Affairs announces the intent to sole source the lease of a mobile MRI unit from Rayus Radiology. The Cleveland VA Medical Center currently leases a Philips Ingenia 1.5T MRI system in a mobile unit and wishes to extend this lease. The MRI capacity has been limited due to flooding, requiring extended operating hours on weekends to meet demand. The proprietary compressed sensing software and 70cm large bore magnet allow for faster scanning with image quality comparable to a conventional MRI scanner. Replacing this magnet would require a new custom-built unit due to needed technical specifications, which would delay the project by over 18 months given current supply chain conditions. Interested parties may identify their capability to fulfill this requirement by March 14, 2023, but the VA reserves sole-sourcing the lease extension with Rayus Radiology due to the urgent clinical need and risks of delay.

SPECIAL NOTICE

NOTICE OF INTENT TO SOLE SOURCE

Mobile MRI Parma

The Department of Veterans Affairs Cleveland Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 532490 with a small business size standard of $40.0. The VA intends to solicit and negotiate with Rayus Radiology, 5775 Wayzata Blvd., Suite 400, Minneapolis, MN 55416 for a Mobile MRI.

The CLE VAMC is currently leasing a Philips Ingenia 1.5T MRI System housed in a mobile coach and intends to re-lease it. The limited MRI capacity caused by flooding downtime requires the VANEOHS to extend its hours on this machine even to scanning on weekends to try and keep up with demand. The compressed sense software capabilities allow for the VANEOHS to do shorter studies with preserved signal to noise. The Compress SENSE” is a proprietary, special algorithm, imaging technique, along with a proprietary 70cm large bore magnet that allows this specific Philips Ingenia to do an MRI scan in half the time as a normal MRI scanner, but maintains the same level of image quality, which is important to how busy the CLE VAMC is currently. To replace this magnet, we would need whatever manufacturer to build a new magnet with latest generation reconstruction (e.g., Philips “compressed sense”, or GE’s Air Recon DL, or Siemens “Deep Resolve” reconstruction optimization). A magnet with these features would require a new build, not an old magnet repurposed for mobile use. A new build in today’s supply chain environment would take over 18 months. This would be an unacceptable delay and cost to the Government. Thae CLE VAMC has no intention of reconstruction with the space.

Other persons may identify their interest and capability to respond to this requirement by Tuesday, March 14, 2023, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is currently available. All inquiries must be submitted by email to Rachelle Hamer at rachelle.hamer@va.gov.
