Questions regarding 36C25023Q0378 Air Emissions Survey

Question 1: Will this be an email submission like the Pre-Solicitation stated?

Answer 1: Per 36C25023Q0378, the response the solicitation must be submitted to via email to Janel.Tate-Montgomery@va.gov.

Question 2: Are we required to supply sample work products for this submission?

Answer 2: Per 36C25023Q0378 on page 52, If you believe that supplying sample work will strengthen the Government’s belief in your abilities, then please feel free to submit those items.

Question 3: The “Period of Performance” is indicated as “6 business days from the issuance of the Notice to Proceed.” Is this a typographical error, as the work outlined and subsequent follow-up communications and meeting scheduling would likely take somewhat more than 6 business days to complete.

36C25023Q0378 0002 Answer 3: The Performance Work Statement has been revised and that portion has been removed. The Period of Performance is anticipated to be July 1, 2023 to September 30, 2023.

Performance Work Statement Project Scope:

Develop a comprehensive air emissions inventory for the VA Northern Indiana Health Care Systems (VANIHCS) at the following sites:

· 1700 E 38th St, Marion, IN 46953 Grant County

· 2121 Lake Ave, Fort Wayne, IN 46805 Allen County

· 1540 Trinity Place, Mishawaka, IN 46545 St. Joseph County Perform necessary tasks to complete a site walkthrough at the VANIHCS to develop a complete inventory of emission units and calculate the potential to emit for each individual emissions source. Evaluate the facility-wide potential to emit against applicability thresholds for permitting programs. Complete all documentation to apply for applicable permits work on VANIHCS’ behalf to negotiate permit conditions with applicable (state and federal) regulatory agencies, develop compliance tools, and provide training to site personnel. Provide any recommendations to Contract Officer Representative (COR) regarding synthetic minor limitations to avoid triggering additional regulatory requirements.

General:

Task 1. Potential Emissions Calculations The Contractor shall work with the COR to conduct potential emissions calculations for the current and proposed emission units at the VANIHCS. These emission calculations will form the basis for the air emissions inventory for the site and will ultimately lead to subsequent permitting strategy discussions. In order to develop these calculations, the Contractor shall plan to conduct an 8-hour site walkthrough with delegated personnel to identify sources of air emissions and to collect general design information necessary to complete air emission calculations.

Following the site visit, the Contractor shall provide the COR with a request for information (RFI) for any information that was not readily available on-site. The information Contractor shall look to gather the following information during the site walkthrough:

· Description of operations

· Equipment list and equipment specifications (e.g., maximum equipment ratings)

· Limitations on the operation (e.g., hours restrictions)

· Roadway traffic (e.g., number and types of vehicles, frequency of pathway)

· Maximum usage of solvents or other raw materials

· Sample data for fuels (e.g., sulfur concentration in fuel oil)

· Analytical stack testing from previous compliance demonstrations, if applicable

· Safety data sheets (SDSs) for any non-standard fuels Any necessary follow-up data will be provided electronically via email and teleconference and a second site visit will not be necessary. Once all of the information is gathered, the Contractor shall develop facility-wide PTE calculations for each proposed emission unit in a Microsoft Excel workbook for all criteria pollutants, greenhouse gases (GHGs), and hazardous air pollutants (HAPs). Emission units will be indexed per Indiana Department of Environmental Management (IDEM) nomenclature and cross-referenced to VANIHCS’ equipment identification. The Contractor can assume that most emissions will be quantified for the following five (5) types of emissions sources, but all sources of emissions should be evaluated.

· Boilers

· Process Heaters

· Emergency Engines

· Roadways

· Tanks (fuel oil) Contractor shall provide the draft emissions calculations to the COR for review and discussion.

Task 2. Permitting Strategy Utilizing the PTE calculations developed under Task 1, Contractor shall provide a summary email to the COR with the current facility-wide potential to emit as well as the additional emissions increase from the proposed boiler plant expansion. Contractor shall identify whether the facility will trigger Title V permitting, major source status under 40 CFR 63, NESHAP requirements, or if it will be a minor source. Furthermore, Contractor shall provide alternative permitting scenarios in the summary, should VANIHCS choose to control emissions or to take synthetic limits on throughputs or operating hours. Contractor shall provide the COR with an email summarizing the permitting options for further discussion.

Contractor shall schedule a face-to-face meeting with the COR to discuss the results with the team and to determine the most beneficial approach for permitting the facility based on the site inventory and associated potential to emit. Contractor shall budget for a three-hour meeting with the VANIHCS team to come to a permitting strategy approach.

A list of possible emissions sources has been created and is all encompassing but there may be items not captured due to limited experience with PTE.

Working Hours:

Working hours for the Contractor shall normally be between the hours of 7:00 a.m. and 5:00 p.m. (EST) during the week (Monday - Friday), except Federal holidays to include the following:

If the contractor desires to work during periods other than these, approval must be obtained from the COR three (3) business days in advance to allow assignment of additional inspection forces if they are reasonably available.

Submittals:

The submittal shall consist of sufficient detail to ensure the Government that the Contractor will meet the requirements of the contract. The submittals shall have sufficient detail to ensure that the completed work meets all requirements.

Statement of Schedules: The contractor will provide a Statement of Schedules proposal 14 business days prior to the start of the contract for review and approval by the COR.
