Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.

This solicitation is set-aside for small business.

The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, with a small business size standard of 750 employees.

The FSC/PSC is J045.

STATEMENT OF WORK

1. INTRODUCTION:

A. This SOW describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all of its components at the Dayton VA Medical Center, 4100 West Third Street, Dayton, OH 45428. These work items are referenced as “Testing and Maintenance” in this document, hereafter.

B. This SOW describes the requirements for the Qualified Electrical Contract Professionals – known as “Contractors” in this document, hereafter. Contractors who are contracted by VA Medical Center to perform testing and maintenance of the Electrical Power Distribution System, and all of its components shall meet all requirements stated in Section 2 of this SOW.

C. This SOW describes the requirements to establish testing and maintenance reports.

2. QUALIFICATIONS OF CONTRACTORS:

A. Contractors shall be experienced Electrical Contractors, having properly trained and licensed permanent staff required to perform the proposed work. Electrical Contracting (i.e. the construction, repair, testing and maintenance of industrial and commercial electrical distribution systems) shall be the primary interest/specialty of the Contractor’s business.

B. Contractors shall be certified by the InterNational Electrical Testing Association, Inc. (NETA) as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. An on-site Competent Person as defined by the National Fire Protection Association (NFPA) 70E shall have completed the OSHA 30-hour Construction Safety Training. Certifications must be provided with bid. A NETA Certified Field Service Engineer is required to supervise the maintenance, inspection, testing and/or calibration of the Electrical Power Distribution System and all of its components as outlined in the specifications.

C. Contractors shall be a member of NETA, have technical training, and demonstrate track records of working experience in maintenance, inspection, testing, and/or calibration of Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of ten (10) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances.

D. Contractors shall have safety trainings, either on-the-job or classroom type, in electrical safety outlined in OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical and NFPA 70E – Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor’ Employer shall certify that he/she has met this requirement in writing and submit it to the VA Contracting Officer prior to work.

E. Contractors shall have ready access to and knowledge of the latest versions of the following references:

1) NFPA 70, National Electrical Code

2) NFPA 70B, Recommended Practice for Electrical Equipment Maintenance

3) NFPA 70E, Standard for Electrical Safety for the Workplace

4) NFPA 110, Standard for Emergency and Standby Power System

5) OSHA Standard 29 CFR 1910, Subparts I & S

6) NETA – Maintenance and Testing Specifications

7) Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers.

8) VHA Directive 1028, Electrical Power Distribution System

F. Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor shall provide documentation that all instruments, test equipment, tools and PPE have current calibration. Dated calibration labels shall be visible on all instruments, test equipment, tools and PPE as appropriate.

3. SUMMARY OF WORK:

A. Transformers, including all related components, are inspected, tested, and maintained.

B. Electrical equipment (including, but not limited to switchgears, switchboards, distribution panels, motor control centers, and all related components) are required to be inspected, tested, maintained, or calibrated.

NOTE: The National Electrical Testing Association (NETA) provides guidance which is considered best practice for the maintenance of electrical equipment; these practices should be followed to the maximum extent possible.

C. An Infra-Red Inspection will be performed of the hospital equipment located in Buildings 310, 322, 330, 335, 340 & 341 before associated outages occur. The Dayton VAMC will supply a person to assist the technicians with locating the equipment included in the infrared inspections.

D. The Contractor shall provide a proposed schedule within 14 days of award date. The schedule shall be in the form of a progress chart of suitable scale to indicate the work scheduled for completion by any given date during the work period. The proposed schedule shall be reviewed by the COR; any requirements for adjusting the schedule (e.g. to minimize disruption to the Dayton VAMC) shall be incorporated by the Contractor.

E. The proposed work is investigative in nature and could reveal a need for corrective maintenance, replacement of parts, or even replacement of complete system elements. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer and COR for immediate actions. The contractor shall not take any action to repair without a proper purchase order as these services are not covered in this SOW. Any unapproved repair work shall be deemed to have been performed at the convenience of the contractor and Government shall make no reimbursement for the services rendered.

F. All work shall be coordinated and scheduled through the COR as to minimize disruption to normal patient care. Power outages must be carefully planned and preapproved by the Medical Center. Outages must be performed after normal business hours unless otherwise approved by the Medical Center. Outages must be scheduled with the COR a minimum of two-weeks before planned outages are to occur.

G. Contractor shall have 365 calendar days from the Notice to Proceed (NTP) to complete the work.

4. DELIVERABLES:

A. A complete written report of the work performed shall be provided to the VA within 14 days of completion. Information shown in the report shall be formatted as follows:

1) Company’s name, addresses, telephone number

2) Name and signature of contractors who perform the maintenance and testing

3) VA Contract and Purchase Order

4) Contracting Officer (CO) and Contracting Officer’s Representative (COR) names and contact information

5) Date and Time of work

6) Copies of all contractor valid licenses, professional and training certificates

7) Descriptions and model number of specialized tools and equipment used, such as torque wrench or infrared scanning camera

8) Location, type, name, and nameplate information of electrical equipment to be maintained and tested

9) Descriptions of work items

10) Test data

11) Reference materials such as equipment manufacturer’s specifications, coordination study, etc.

12) Remarks on conditions of electrical equipment. List all deficiencies, if any.

13) Recommend corrective actions, if any, to include feedback on overall system.

B. Submit one electronic copy of the complete written report to the COR within 14 calendar days of completion of all services. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods.

C. Submit two (2) hard copies of the complete written report in a binder neatly arranged with dividers for each item and sub-item, and one (1) CD-ROM or DVD of the electronic version of the report in Microsoft Word or PDF format to the COR within 14 calendar days of completion of all services. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods.

TRANSFORMERS - LIQUID FILLED

A) VISUAL AND MECHANICAL INSPECTION

1. Inspect for physical damage. Make a close examination for all damage that may have occurred as the result of environment, or other problems, which could interfere with normal operation.

1. Verify proper manual operation such as fans, pumps, indicators, tap changer, and gas pressurization system.

1. Check all liquid in tanks and bushings for proper level and inspect for oil leaks.

1. Perform specific inspection and mechanical tests as recommended by manufacturer.

1. Perform tap changer inspection. Pump liquid from compartment, remove covers, clean all carbon, dirt, etc. from internal parts and walls. Thoroughly inspect all moving and stationary contacts, pins, supports, springs, holders, gaskets, wear indicators, etc. Return oil back into tap changer by filter press.

B) ELECTRICAL TESTS

1. Insulation resistance tests shall be performed winding-to-winding and winding-to-ground. Appropriate guard shall be utilized over all bushings.

1. Insulation power factor tests shall be made on all high and low voltage winding and bushings. Overall dielectric loss and power factor (CH, CL, CHL) shall be determined. Ungrounded specimen tests (UST) shall be made on any bushing equipped with power factor or capacitance taps.

1. A turn’s ratio test shall be performed between windings for all tap positions.

1. Perform winding resistance test on each winding in final tap position.

1. Perform a ground resistance test on each transformer main grounding system.

1. Insulating oil shall be sampled in accordance with ASTM D-923. Sample shall be laboratory tested for:

a)Dielectric breakdown voltage, Acid neutralization number, Specific gravity
b)Interfacial tension, Color, Visual condition, PPM water
c)Perform dissolved gas analysis (DGA)

APPENDIX #4

CIRCUIT BREAKER - MEDIUM VOLTAGE - VACUUM

A) VISUAL AND MECHANICAL INSPECTION

1. Inspect anchorage, alignment, and grounding.

1. Perform all mechanical operational tests on both the circuit breaker and its operating mechanism.

1. Measure critical distances such as contact gap, as recommended by manufacturer.

B) ELECTRICAL TESTS

1. Perform a contact resistance test.

1. Trip circuit breaker by operation of each protective device.

1. Perform insulation resistance tests, pole-to-pole, pole-to-ground, and across open poles at 2500V minimum.

1. Perform vacuum bottle integrity test (overpotential) across each vacuum bottle with the breaker in the open position in strict accordance with manufacturer's instructions. DO NOT EXCEED MAXIMUM VOLTAGE STIPULATED FOR THIS TEST. Do not perform this test unless the contact displacement of each interrupter is within manufacturer's tolerance. Be aware that some DC high potential test sets are half-wave rectified and may produce peak voltages in excess of the breaker manufacturer's recommended maximum.

PROTECTIVE RELAYS

A) VISUAL AND MECHANICAL INSPECTION

1. Relays shall be inspected for physical damage.

1. Inspect cover gasket, cover glass, and presence of foreign materials, moisture, and condition of spiral spring, disc clearance, contacts, and case short in contacts if present.

1. Check mechanically for freedom of movement, proper travel and alignment, and tightness of mounting hardware and tap plugs.

1. Perform all settings in accordance with owner/user's provided settings.

B) ELECTRICAL TESTS

1. Perform the following tests on the nominal settings specified by owner/user's electrical engineer:

a)Pickup parameters on each operating element.
b)Timing test shall be performed at two (2) points on time dial curve.
c)Pickup targets and seal in units.
d)Special tests as required to check operation of restraint, direction, and other elements per manufacturer's instructions.

1. Verify proper manual operation such as fans, pumps, indicators, tap changer, and gas pressurization system.

B) ELECTRICAL TESTS

1. Insulation resistance tests shall be performed winding-to-winding and winding-to-ground. Appropriate guard shall be utilized over all bushings.

1. Insulation power factor tests shall be made on all high and low voltage winding and bushings. Overall dielectric loss and power factor (CH, CL, CHL) shall be determined. Ungrounded specimen tests (UST) shall be made on any bushing equipped with power factor or capacitance taps.

1. A turn’s ratio test shall be performed between windings for the “as found” tap position.

1. Perform a ground resistance test on each transformer main grounding system.

1. Insulating oil shall be sampled in accordance with ASTM D-923. Sample shall be laboratory tested for:

1. Dielectric breakdown voltage / Acid neutralization number

1. Specific gravity / Interfacial tension / Color / Visual condition

1. Perform individual excitation current tests on each phase.

1. Perform winding resistance testing.

CIRCUIT BREAKERS - LOW VOLTAGE - POWER

A) VISUAL AND MECHANICAL INSPECTION

The following solicitation provisions apply to this acquisition:

1. FAR 52.212-1, “Instructions to Offerors–Commercial Items” ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The version of FAR 52.212-1 in the addendum is tailored for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 contained in the FAR.

52.212-1 INSTRUCTIONS TO QUOTERS—COMMERCIAL ITEMS

(a) North American Industry Classification System (NAICS) code and small business size standard are stated in the combined synopsis/solicitation.

(b) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must show-

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of quotations;

(3) The name, address, and telephone number of the quoter;

(4) A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary, but primary description shall be in a narrative describing technical approach and methods to complete required tasks;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) “Remit to” address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3( b ) for those representations and certifications that the quoter shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts (minimum of three and maximum of 5) for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Also include company NETA certification, technician(s) NETA certifications, narrative describing technical approach (see evaluation factors), and any subcontractors and proof of the subcontractor’s capability. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of quotations. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during testing.

(e) Multiple quotations. Quoters are encouraged to submit multiple quotations presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each quotation submitted will be evaluated separately.

(f) Late submissions

(1) Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.

(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before purchase order issuance and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.

(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(g) Issuance of purchase order. Quotations should contain the quoter’s best technical and price terms. The Contracting Officer may reject any or all quotations. The Contracting Officer may issue a purchase order to other than the quoter with the lowest priced quotation. After the evaluation of quotations, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing any purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR part 15.

(h) Multiple purchase orders. The Government may issue a purchase order for any item or group of items of a quotation, unless the quoter qualifies the quotation by specific limitations. Unless otherwise provided in the Schedule, quotations may not be submitted for quantities less than those specified.
