Optical Frames Q&A

1. Please clarify the date you need to receive the samples?

Same as responses, 03/25.

2. Besides the return of the attached B.3 Price Schedule, what other documents do you need from my company to satisfy the solicitation.

Any Past performance with Contract Numbers.

Authorized distributor letter memo from manufacturers.

3. Standard Form 1449, usually the 1st page with Solicitation/Contract. Orders for Commercial item offeror.

A Combined Synopsis Solicitation does not use a 1449

4. Confirm the COO of the clothes and the cases? Where can I find that Country of Origin is contained in 52.212-3 Offeror Representations and Certifications- Commercial Items (Feb 2021)

5. Who was the previous Vendor for the contract?

Previous Award was made to the following:

VA251-16-D-0077 Capri Optics VA251-16-D-0081 Clarity Eyewear VA251-16-D-0082 Hart Specialties VA251-16-D-0083 Rochester Optical

6. What was the previous contract worth and the length of the contract?

These were IDIQ contracts. So, no fixed amount can be given. The amount of orders placed against each contract depended on which products veterans chose.

7. Is there a document from the previous contract with the previous fair market price for the items that are being requested?

No. This is proprietary information.

8. How many samples would you like in with the initial submission of the solicitation?

A sample of each frame you are submitting in your proposal and pricing schedule.

9. Do we need to provide sample cases and cloths?

Not a requirement at this time, but you are free to do so.

10. Is there a preferred makeup of the samples regarding the men's metal, women's metal etc.? Or just one of each listed frame type/material?

Interested vendors should submit their “best representation” of frames, within each category/style for potential awarding of contract action. There is no limit to the number of unique frame styles that may be submitted for review, and/or potentially be placed on contract;

however, there is a limit to the aggregate number of total frames that will be selected for award and maintained in the VA Optical Lab inventory. Utilizing the multiple contract awarding technique, the VA Optical lab is attempting to select the frames with the highest potential of interest, popularity, and demand of our Veterans.
