Project 655-16-110 – Replace Elevators – Saginaw VAMC – Saginaw, MI

1.The Beta.Sam.gov page for this opportunity lists the proposal due date on April 15, 2021 at 2:00 PM

EST, however the SF1442 lists the due date as April 29, 2021 at 1:00 PM EST. Please confirm that the due date for offers is April 29, 2021 at 1:00 PM EST and a public bid opening will take place on this date and time.

Answer: Per the solicitation form SF 1442 block 13 a., the date and time for receipt of offers is stated as

April 29, 2021 at 1:00 PM EDT

2. Since issuance of the Drawings and Specifications the Government has Replaced the Building 22

Automatic Transfer Switch, therefore the following requirements are no longer needed.

Answer: 1.6 OPERATIONS AND STORAGE AREAS

G. Phasing: Provide 100KW generator during removal and replacement of Building 22 ATS and feeders so that elevator not being worked on can remain in service. Minimize this work to no more than eight‐hour periods.

* REVISE SECTION 26 36 23 AUTOMATIC TRANSFER SWITCHES to state physical switch provided by the Government, all other aspects apply including remote annunciators.

* DELETE Sheet ED‐106

* DELETE Sheet EP‐106

* REVISE Sheet E‐602‐ NOTE 1, Replace “PROVIDE NEW” with “EXISTING”

3. Standard Form 1442, #14, does a Code and Facility Code need to be entered. If so, where would

I find this information?

Answer: Not applicable to the solicitation.

4. Does the amount for the Payment and Performance Bond need to be included in the Base Bid

Amount?

Answer: The bid amount shall include any and all costs to accomplish the work including any costs for bonds.

5. Solicitation, Page 6, Bid Submission, (4), states to submit an original completed and signed SF 24

Bid Bond or other allowable Bid Security. Is the Bid Bond from or Surety Company acceptable or does SF 24 need to be submitted?

Answer: A commercial bid bond form is not acceptable. Only Standard Form (SF) 24 is acceptable when providing a Bid Bond.

6. Solicitation, Page 6, Bid Submission, (5), states to submit a completed Representations and

Certifications section (FAR 52.204‐8, 52.209‐5 (Deviation), and 52.209‐7. Where do I find these forms?

Answer: Representation and Certifications should be completed online at beta.sam.gov as part of your System for Award Management (SAM) registration. Please reference the Representation and certifications section of the solicitation and complete as appropriate and include with your offer.

7. Solicitation, Page 6, Bid Submission, (6), states to submit a completed Contractor EMR

Certification Documents. Is that the Contractor Certification Regarding Project: 655‐16‐110 form

Answer: This document is attached to the solicitation.

8. Solicitation, Page 8, Vest‐4212 Reporting Requirement, states that contractors are required to submit Form VETS‐4212, Federal Contractor Veterans’ Employment Report. Is this required to be submitted with the bid or only upon award?

Answer: Reference information on page 8: Submit this report as soon as possible, if not already submitted, to avoid delays in the contract award process.

9. Solicitation, Page 18, 2.9 Instructions to Offerors – Sustainable Acquisition Plan. Is the

Sustainable Acquisition Plan required to be submitted with our proposal on our company letterhead?

Answer: Not Applicable

10. Are there any requirements for lead paint or asbestos removal? There are no requirements for lead paint or asbestos removal.

11. Will the General Contractor be responsible for including the commissioning agent within their proposal or will the VA contract the commissioning agent for the project?

No. If Commissioning Agent is to be used in conjunction with this project, they will be hired via a separate contract by the VA.12. It states in 14 26 26‐35 on 3.6 A.1 that the GC is to carry the QEI

Inspector; please confirm the VA will not be providing the QEI for this project

Answer: VA is not providing the QEI. It is the responsibility of the contractor.

13. Will new pit ladders be required at all elevators?

Answer: provide new pit ladders for each elevator.

14. Can the VA identify the Fire Alarm contractor that has the contract at this facility?

Answer: Information attached to the amendment

18. Please confirm all elevators are on the building generator/emergency power.

Answer: Yes, all elevators are currently on emergency power and new elevators shall retain similar configurations per one‐line. Generator is capable of handling load of all elevators on building simultaneously.

20. Can the GC site superintendent also be the SSHO, and QA/QC as required; Provided they have qualification to perform all roles per specification?

Answer: Yes.

21. Who is now the Contracting Officer now that Richmond McCloud is no longer with the

VA?

Answer: The Current Contracting Officer is Scott Brennan.

22. Can another project site walk‐thru be scheduled? Answer No.

There is at least one other major elevator company interested in bidding the project but requires a site visit. Answer: NO, All required documents are attached to the solicitation
