Pursuant to 41 USC §3304(a)(d), as implemented by FAR 6.302-5 (Authorized or Required by Statute), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement.

It is the Government’s belief a sole source award to the proposed candidate for the required AeroDR radiography system upgrade provides the best value to the Government. Additionally, this equipment is proprietary to Konica Minolta and is understood that upgrades and supplies are only available for purchase through the OEM.

The associated North America Classification System (NAICS) Code is 334517, Irradiation Apparatus Manufacturing, and the Business Size Standard is 1,000 employees.

This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals. No solicitation documents are available at this time. Interested parties may give written notice to Angie Carpenter at angie.carpenter@va.gov, by 4:00PM EST, on December 27, 2019. Supporting evidence shall be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost to the Government. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.

Inquiries shall be emailed to Angie Carpenter, at angie.carpenter@va.gov. No telephone requests will be accepted. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
