Question: Will there be parking available at the Battle Creek VA Medical Center for the transportation vehicles for this contract and the POVs for the drivers?
Answer: No
Question: Is there a workspace provided at the Battle Creek VA Medical Center for drivers awaiting patients and a dispatcher to operate from?
Answer: No
Question: Do you have a breakdown of the estimated workload during normal duty hours versus after hours/weekends/holidays?
Answer: Majority of the work load will be Monday-Friday from 6am-6pm, the Veterans Transportation Office will be closed on weekends and Federal Holidays, however there will be times Contractor will need to transport veterans between 6:01pm-6am Monday -Friday, and anytime on weekends, Federal Holidays if the Administrative Officer of the Day (AOD) has a Veteran that needs to be transported. (Possibility of having 2 or 3 runs per day)
Question: In Paragraph XX, Subparagraph B you state "The contractor shall seek payment from veterans transported.” …Are the veterans responsible for payment or the government? If the veterans are responsible for payment are we expected to charge them based on our line item response.
Answer: The Government is responsible for payment and shall be Invoiced in accordance with the contract by the Contractor.
Question: Further, are we required to accept all forms of payment from the veterans at the time of service?
Answer: N/A see 4. answer
Question: What is the maximum allowed time to be reimbursed after the government has received a proper monthly invoice?
Answer: 30 Days
Question: Can you clarify Paragraph XII in which you state "Contractor shall pick up the passenger within 30 minutes of a call from the VTS or the AOD requesting an add on trip or…” Is this requirement 24/7 365 days a year?
Answer: Typically this is for Veterans that will be discharging from facility, yes 24/7 365 days a year.
Question: Further, in paragraph X.a you state, "Most passengers requiring transportation will reside within a 30-mile radius of the Battle Creek VA Medical Center or it’s CBOCs.” So is the 30 minute call out time based on a 30 mile radius from the Battle Creek VA Medical Center and all of the CBOCs?
Answer: This is where the runs typically start and stop from, thus meaning if appointment is at 2pm then pick up time should be 130pm if the veteran lives 30 miles out.
