2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Surgical hand drills used in the operating rooms at the Ann Arbor VA. The needed equipment consists of the following Stryker System 8 components. The total estimated cost of this procurement is $148,747.45.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The surgeons at the Ann Arbor VA currently utilize the Stryker Series 6 Drills/Saws. However, the Series 6 can no longer be purchased nor can the Series 6 batteries which are in short supply. The Series 8 is the next model available and are needed for end of life replacement of the Series 6 Drills and Saws. The System 8 cordless driver will cut and ream in sports med and ortho trauma procedures. (compared to standard reaming attachments), for tackling challenging reaming procedures. System 8 Sagittal Saw/Drill – the next iteration of Stryker’s SABO Saw, the lightweight System 8 Sagittal Saw/Drill is designed to deliver optimized cutting speed, control and accuracy in every case. The surgeons at the Ann Arbor VA are trained and familiar with the Stryker drills/saws and state that these drills/saws are the “go-to” power instruments used at most hospitals. The Stryker System 8 drills/saws have been determined by the Ann Arbor surgeons to be the best tools available for surgical situations at the Ann Arbor VA.
4. Description of market research conducted and results or statement why it was not conducted:
The Stryker System 8 surgical tools are available directly through Stryker via their FSS contract V797D-40196. Recent VA procurement history also shows the System 8 tools purchased in the open market through SDVOSB set-asides via authorized Stryker distributors.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
