March 2010 A Morphomics Analysis Core 48105 36C25019Q1016 N 621511 Department of Veterans Affairs Ann Arbor Healthcare System Network Contracting Office 10 2215 Fuller Road Ann Arbor MI 48105 nicole.feeman@va.gov nicole.feeman@va.gov Nicole.Feeman@va.gov SPECIAL NOTICE: Department of Veterans Affairs (VA), VA Ann Arbor Healthcare System, Ann Arbor, Michigan is soliciting and intends to award a firm fixed price contract for morphomics analysis core service that is used by Health Services Research and Development for the VA Ann Arbor Healthcare System. NAICS Code 621511, size standard $32.5 million. The Government intends, in accordance with FAR 13.106-1(b)(1)(i) (Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)), to negotiate on a sole source basis with The University of Michigan (1500 E. Medical Center Drive, Ann Arbor, MI 48105), for this procurement due to the fact that the University of Michigan was previously utilized for the morphomics analysis core and will be able to build upon the previous work in order to meet project needs within the deadline set by the special funding. This will also avoid a substantial duplication of cost to the Government. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 3:30 PM Eastern on 7/5/2019. No telephonic inquiries, faxed or mailed responses will be accepted. All responses must be emailed to nicole.feeman@va.gov.
