REQUIRED DELIVERY DATE: 30 Days ARO

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Market research was conducted to find other vendors that would provide similar product as Morse Watchman’s, but we have not been successful. There are at least two more services within Cleveland VAMC that already have the Morse Watchman’s key watcher system and it works well with the VA system. Going with another keying system would cost the VAMC more money to change over hardware. Morse Watchman is the only source that can provide this key watcher system.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Contracting Officer and the EMS Service to identify available sources to meet the requirements as follows:

FSS, GSA, Vetbiz and the internet were reviewed with no results. Based on the results of market research, the Government determined that there is only one contractor, Morse Watchman’s Inc., that can provide these key watching systems that are compatible with the already approved programs and policies. There are no SDVOSB’s at this time to distribute the supplies needed, at this time.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
