1. Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office 10 (NCO

2. Nature and/or Description of the Action Being Processed:

Bilateral KINARM electrophysiology rig is to extending our current needs in the human stroke and PD work. The TDT System-specifically the 128-channel evoked potential &EEG workstation with stimulation capabilities provide a higher sampling rate that will allow more effective capabilities with our stimulation artifact and allows for real-time/closed-loop processing.

FAR13.5 Simplified Procedures for Certain Commercial Items: This procurement is for Bilateral KINARM electrophysiology rig in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2.

3. Description of Supplies/Services Required to Meet the Agency’s Needs:

4. Statutory Authority Permitting Other than Full and Open Competition:

FAR13.5 Simplified Procedures for Certain Commercial Items: The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2).

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The KINARM Exoskeleton Lab labs monitor and manipulate the upper limb and provide a broad range of hand and joint-based kinesiological. It is unilateral, secondary encoders for higher resolution position feedback to

It has a 2-dimensional paradigm in which the workspace is restricted to a single plane. The 2-dimensional paradigm represented the optimal balance between behavior complexity and measurement simplicity. It also has the virtual/augmented reality systems allow visual information to be presented in the plane of the workspace. Aligning the visual and mechanical environments in this manner takes advantage of the natural coupling that exists between the visual and proprioceptive systems. KINARM Lab operates and controlled with Dexterit- E software. It allows users to rapidly implement their research protocol without having to be professional programmers. Dexterit-E is a behavior control and data acquisition software that operates KINARM labs. Dexterit-E calibrates the KINARM Lab. It starts collecting data immediately with KINARM Standard Test. Creates novel behavior protocols using high level graphical programming tools. It runs numerous variations of Task Protocols for Custom Tasks by simply editing parameter values in parameter table. No programming or recompiling of a custom task program is required. Montiors subject movement and visual stimuli in the operator screen. Views 2-D traces of hand trajectories as the task progresses. Ensure safety of the subject by stopping the task in Dexterit-E or hitting the Emergency Stop button. Generate reports of KINARM standard tests. Seamlessly move to Dexterit-E Explorer to view collected data on a trial-by-trial basis. Export data for post experimental data analysis in MATLAB.

The anticipated cost to the Government is in line with the IGE and market research.

Market Research Was Not Conducted: Product catalogs online of open market products, GSA, NAC, the National Strategic Sourcing Sharepoint, and Vetbiz were reviewed. Product research determined that there were no other manufacturer or distributor can currently meet the government needs. Competition before Making subsequent acquisitions for the supplies or services required:

The contracting office along with the medical facility will continue to conduct market research to determine if any new equipment, distributors, or competitors enter the market.

11.
