Contracting Office Address Battle Creek VA Medical Center, 5500 Armstrong Road, Battle Creek, MI 49037.
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a "request for quotations (RFQ),". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.
The associated North American Industrial Classification System (NAICS) code for this procurement is 333318, with a small business size standard of 1,000 employees.
The Department of Veterans Affairs, Network Contracting Office 10 is seeking to purchase a Cook/Serve Pod Tray Assembly System for Food & Nutrition Services at the Ann Arbor VA. Equipment to be delivered and installed FOB destination 120 days ARO to the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105.
Refer to the Scope of Work and Salient Characteristics documents for the specific requirements.
All items shall be new; refurbished/used/gray market items are not acceptable.
(a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable.
(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.
(c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
Award shall be made to the vendor whose quotation represents the best value to the Government using Lowest Price, Technically Acceptable (LPTA) criteria.

The following solicitation provisions apply to this acquisition:
1. FAR 52.212-1, “Instructions to Offerors–Commercial Items” with the following addenda: 52.204-16, 52.211-6.
2. FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items” Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.
The following contract clauses apply to this acquisition:
· FAR 52.212-4, “Contract Terms and Conditions–Commercial Items” with the following addenda: FAR 52.204-18, and 52.232-40; VAAR 852.203-70, 852.219-10, 852.232-72, and 852.246-71.
· FAR 52.212-5, “Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items”. The following FAR clauses identified at paragraph b of FAR 52.212-5 are considered checked and are applicable to this acquisition: 52.204-10, 52.209-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.223-18, 52.225-3, 52.225-13, 52.232-33.
The Defense Priorities and Allocations System (DPAS) is not applicable.
This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
Quoter shall list exception(s) and rationale for the exception(s).
All contractors must be registered with the System for Award Management (SAM) at https://www.sam.gov.
Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with the Vendor Information Pages (VIP) at https://www.vip.vetbiz.va.gov as an SDVOSB.
Submission shall be received not later than Friday, March 29, 2019 by 4:00 PM ET by email at jeffrey.rozema@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).

Scope of Work Cook/Serve Pod Tray Assembly System Overview:
The Ann Arbor VA serves meals that are prepared and served on site to hospitalized Veterans. This area must have adequate food prep, refrigeration, tray assembly, holding and cleaning equipment to provide safe and wholesome food to Veterans. New equipment needed to convert the operation from cook-chill to cook-serve. This style of cooking will provide fresher, better quality food with a safer product that enters the danger zone less frequently than with our current cook-chill system. With cook-chill patient preferences typically take 1-2 meals before they take effect since the meals are plated the day before. With cook-serve the preferences will take place immediately because food and trays are assembled right before meal service which could potentially lead to a higher patient satisfaction score. Transitioning to a cook-serve operation will allow NFS to implement a hybrid version of room service which will offer patients the opportunity to actively participate in their own meal selection via EVIDEON bedside connect thus improving patient centered care.
General Requirements:
1. The contractor shall provide tools, equipment, and transportation necessary to accomplish the deliverables including installation described in this statement of work (SOW), except as may otherwise be specified.
2. Kitchen space is limited due to space allocation and layout. Vendor shall be responsible for ensuring that proposed equipment will fit within the allocated space, and the new equipment will function with existing equipment to remain. Vendors may desire to conduct a site visit prior to submission of quotes. All site visit requests shall be coordinated through the Contracting Officer.
3. The vendor shall provide training on the Pod Tray Assembly System equipment including use, care, cleaning, maintenance, employee efficiency, and layout and design. Training dates/times shall be coordinated with the Ann Arbor VA customer POC.
4. The vendor will preferably provide a trade in value for the following existing equipment: 10 Burlodge retherm carts, 10 dollyflex carts, lowerator, and 2 cold food counters. Even if no trade-in credit is offered, vendor shall remove and dispose of these pieces of equipment.
5. All work shall be performed Monday through Friday 7:00 AM to 6:00 PM (normal kitchen hours). Contractor may work outside normal kitchen hours by arrangement with the Contracting Officer (CO) or designated Ann Arbor VA customer POC if such services are provided without additional charge to the Government.
6. Delivery dates for the equipment will be mutually agreed upon by the vendor and Ann Arbor VA customer POC at least 4 weeks prior to delivery to allow for proper planning and coordination.
Required Equipment:
All equipment shall be Aladdin Temp-Rite brand-name or equal. Line item pricing shall be inclusive of any shipping costs. Additional line items may be added for installation and training if priced separately.

The Pod Tray Assembly System must meet the following specs (salient characteristics):
These pieces of equipment work synergistically together and should not be piecemealed. The bases, domes, lids, china, mugs, ramekins, casserole dishes and tumblers should all be purchased from the same vendor to ensure that they work with the equipment, fit on the tray and within the tray delivery carts.
