Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Pentacam AXL (Include: DICOM Connection & Laserjet Printer 1EA
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Pentacam AXL by Oculus is the only unit capable of providing comprehensive corneal measurements and images in addition to the supportive applications such as contact lens fitting and cataract IOL calculations, compatible with standardized equipment across optometry & ophthalmology clinics to obtain consistent, accurate and reliable measurements and connects to VA EMR through DICOM connectivity.
The manufacturer Oculus own the proprietary rights to the Pentacam and is the exclusive provider of their products.
4. Description of market research conducted and results or statement why it was not conducted:
Product catalogs online of open market products, GSA, NAC, the National Strategic Sourcing Sharepoint, and Vetbiz were reviewed. Product research determined that there were no other manufacturers that can currently meet the government needs. The manufacturer of the requested equipment does not have any authorized distributors or resellers.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
