Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)

Acquisition Plan Action ID: VA250-18-AP-6290

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Dayton VA Medical Center, is seeking “Brand Name Only” OPTIS Integrated System. This purchase request 2237 is:

552-18-2-121-0096.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

OPTIS Integrated System is used for visualization of internal vessel plaque for proper deployment of stents. The total estimated value of the proposed action is $125,000.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The OPTIS systems is currently in use by the Dayton VA Medical Center and the doctors are familiar with the equipment requiring less down time to learn and become acquainted with new equipment. Replacing the equipment is disruptive to both staff and patients as it will take time to re-learn the new equipment. It is also not cost effective to replace the current system.

4. Description of market research conducted and results or statement why it was not conducted:

VetBiz was searched along with a catalog review of VA NAC/SAC and GSA FSS contracts. A combined synopsis/solicitation was posted on FBO.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
