Special Notice

The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) – East in Pittsburgh, PA intends to negotiate on a sole source basis with Bio-Rad.

The requirement is for the procurement of QX600 AutoDG Droplet Digital PCR System for the Atlanta VA Healthcare system.

The requirement is for the contractor to provide and ship these items (all components that make up this system) to the Atlanta VA Healthcare System.

This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. This is because the Government asserts that Bio-Rad is the only contractor that can provide this specific requirement needed by the R&D Laboratory at Atlanta VA Healthcare System. Specifically, the characteristics of the Bio-Rad that are unique are as follows:

1. QX600 AutoDG Droplet Digital PCR System

2. PX1 PCR Plate Sealer

3. C1000 Touch™

4. ddPCR™ 96-Well Plates

5. PCR Plate Heat Seal, foil, pierceable

6. DG32 Automated Droplet Generator Cartridges

7. Pipet Tips for the AutoDG System

8. Pipet Tip Waste Bins for the AutoDG System

9. ddPCR™ Droplet Reader Oil

10. ddPCR Supermix for Probes

11. ddPCR Buffer Control for Probes

12. Automated Droplet Generation Oil for Probes

13. ddPCR Multiplex Supermix

14. Dithiothreitol

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation (quote) to the Contracting Officer no later than Wednesday, 8/9/2023, (3:00 PM, CST). Interest/capability statements may be sent by email to Mr. Stacy Taylor at Stacy Taylor@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
