Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis with Fisher Scientific Company, LLC to purchase an Agilent BioTek Cytation C10 Confocal Imaging Reader System for the Atlanta VA. The Atlanta VA has sponsored robust programs of research related to Veterans’ health for decades. The efforts of the investigators supervising these research programs has been greatly facilitated by access to onsite, state-of-the-art equipment and instrumentation. The common scientific theme among these investigators is the need to explore mitochondrial function and metabolism in their experimental systems. Evolving evidence over the past decade has demonstrated that derangements in mitochondrial function and metabolism play fundamentally important roles in the pathogenesis and progression of many diseases. The proposed instrumentation and related technology have the potential to accelerate the progress of ongoing studies and to identify new directions for studies where manipulation of mitochondrial or metabolic processes constitute critical features of the disease process under investigation. It will not only support the ability of the Atlanta VA investigative community to define these important alterations in their experimental systems but also holds great promise for revealing novel targets and pathways for therapeutic intervention.

The Agilent Biotek Cytation C10’s interface is proprietary with the Seahorse XFe96 Extracellular Flux Analyzer currently installed at the station. Seahorse and Biotek are subsidiaries of Agilent, of which Fisher Scientific is its authorized distributor. Advantages of the proposed platform include enhanced sensitivity, improved software analytic capabilities, and integrated cell counting for data normalization and fluorescence capabilities to permit analysis of mitochondrial structure and function. Integration of the Cytation C10 to the current analyzer is to establish enhanced and uninterrupted access to this critical infrastructure for Atlanta VA research programs. The new platform also permits increased efficiency and enhanced experimental throughput allowing increased access to this platform. The likelihood that this proposal will produce a significant return on investment is supported by the productivity of the Major and Minor User groups and evidence that they have successfully developed the expertise to apply this technology to the analysis of disorders commonly afflicting veteran patients involving lung, liver, eye, vascular, and gastrointestinal tissues.

This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Officer at Millicent.Covert@va.gov NLT Thursday, January 19, 2023, by 11:59 AM EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
