The Department of Veterans Affairs, Providence VA Medical Center intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Agilent Technologies, Inc., for the Seahorse XF Pro Analyzer. This contract is to replace the existing Seahorse XFe96 Analyzer being used for research projects studying lung and cardiovascular diseases that has reached its life expectancy. The Seahorse XF Pro Analyzer is required to maintain research data continuity and integrity for the ongoing research studies.

The Seahorse XF Pro analyzer measures oxygen consumption rate (OCR) and extra-cellular acidification rate (ECAR), indicators of the two energy pathways in living cells. These metabolic rates can be used to characterize healthy cells vs. disease models, as well as monitor the effects of drug treatments, genetic modifications, changes in substrate utilization, etc. The Seahorse analyzer is the only known platform that simultaneously measures both energy pathways (OCR and ECAR) in living cells in a microplate format with real-time data analysis, and Agilent Technologies is the sole manufacturer and developer of Seahorse XF Analyzers, sensor cartridges, and XF technology.

This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can provide an equivalent product with the features described above, and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than Thursday, December 29, 2022, 10:00 AM, EST. Interest/capability statements which specifically detail how your product meets the requirement may be sent to Shannon Hukriede at shannon.hukriede@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
