The Department of Veterans Affairs, San Francisco VA Health Care System intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with FujiFilm-VisualSonics for the Vevo 3100 Imaging System. Investigators at the SF VA HCS are conducting atherosclerosis and diabetes research and require a high-frequency (30 – 70 MHz) ultrasound imaging system that specifically uses linear array transducers to measure cardiac function for small animal research. FujiFilm-VisualSonics is the only known manufacturer and supplier of patented, proprietary technology for arrayed, high-frequency, high-resolution ultrasounds for small animal research. The Vevo 3100 Imaging System includes the Vevo 3100 ultrasound that employs high-frequency sound waves (30-70 MHz) that provide the resolution required (down to 30 microns) to visualize and measure the small anatomical and functional changes. The system also includes Vevo software that is proprietary software necessary to support the imaging system and conduct novel assays, and a specialized imaging station that manages the spatial relationship between the animal and transducer and monitors physiological functions.

This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can provide an equivalent product with the features described above, and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than Monday, September 12, 2022, 3:00 PM, EDT. Interest/capability statements may be sent to Shannon Hukriede at shannon.hukriede@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
