Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis with CIRS, Inc., 900 Asbury Avenue, Norfolk, Virginia, 23513 to purchase the Body Composition Phantom scanners for the VA Greater Los Angeles Healthcare System. The equipment is necessary to for use with VA Cooperative Studies Program research studies. The following equipment will be purchased:

To verify reliable DXA machine performance regarding whole body composition scans within and between research sites throughout the course of this study, custom quality control apparatuses, or body composition phantoms are needed. Phantom scanning is able to detect when a DXA system is out of calibration and requires service. Body composition phantoms are 60 cm in length, 36 cm in width, 9 cm in height and weigh roughly 16 kg. It is made of high-density polyethylene, polyvinyl chloride, and an aperture of aluminum to simulate different human soft tissue and bone compositions in proportion to that of a human body. There will be 20 individual sites participating in this study, each requiring a body composition phantom, as well as 2 additional traveling phantoms that will be sent between sites to monitor inter-site DXA performance.

This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Officer at Millicent.Covert@va.gov NLT Wednesday, December 15, 2021 by 11:59 AM EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
