Special Notice

The Department of Veterans Affairs, VA Maryland Health Care System, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Eppendorf for the InjectMan Micromanipulator with dynamic movement control. The ability to precisely maneuver a pipette to the cell surface in order to test rapid drug responses is critical to VA research. Moving the pipette away and returning automatically to the same position is also essential to test multiple cells from the same patient sample without losing the cell position during pipette movement. The Eppendorf Injectman 4 is a fully electronic system with high precision 3-axis movement that can be controlled with a single joystick. The resolution of this microinjection system is unparalleled, with an ability to move in steps of 0.02 microns. No other vendor’s products are capable of returning automatically to the cell under investigation, like the Eppendorf InjectMan 4, which is required by the VA. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than October 26th, 12PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
