Both the PACS and TRACTS servers are uniquely configured to work with an existing array of unique IT systems in support of our research storage and analytical requirements. With respect to the NeRVe PACS server, the equipment and configuration must match the requirements for Philips PACS software and hardware.

A great of coordination has already occurred between ThunderCat and Philips to ensure the specifications for the PACS server are correct. The TRACTS server is similarly unique, since the servers are specifically configured to meet the analytical, storage, and backup requirements that correspond with existing equipment. ThunderCat is involved with planning and configuring corresponding systems, such as the D2D HCSP, Cluster, and Productions systems that interface with the PACS server. The TRACTS servers’ capabilities were additionally worked with ThunderCat, since they synch with legacy systems that contain approximately 10 years of DICOMS, behavioral data, and analysis of DICOMS. The risk of sourcing these systems through vendors unfamiliar with existing systems for the both the NeRVe (PACS server requirement) and TRACTS that also involve installation would be too great.

Although other vendors are capable of providing the equipment, this procurement is being conducted in accordance with FAR 6.302-1(a)(2) (only one responsible source) because the Government believes that ThunderCat Technology ThunderCat Technology, due to their extensive knowledge of their systems, in combination with their previous installation and maintenance of several key components of the NeRVe Systems, makes them uniquely qualified as the only contractor capable of providing this support.

This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Specialist at millicent.covert@va.gov NLT 11:59 AM EST, Friday, July 31, 2020. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contract Specialist will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
