The Tennessee Valley Healthcare System, VA Medical Center, 1310 24th Ave., S., Nashville, TN 37212 has a requirement for Project# 626-22-201 Upgrade Oxygen.
This will be a 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns under the authority of 38 U.S.C section 8127 (d).
NAICS code 238910 - Site Preparation Contractors applies to this requirement. The small business size standard is $19M.
The estimated range of construction is Between $500,000 and $1,000,000.
This requirement will be procured per Federal Acquisition Regulation (FAR) Part 14.101 - Sealed Bidding.
The solicitation is expected to be posted on or around December 18th, 2023, and close on or around January 16th, 2024.
This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). Only those SDVOSB’s listed and viewable in the Veteran Small Business Certification (VetCert) database located at https://veterans.certify.sba.gov/. The VetCert database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. The awarded contractor must also submit evidence of enrollment with VETS4212.
In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made.
Questions related to this requirement will only be addressed in writing by way of email to the Contracting Officer at Michael.brown1305@va.gov. The Project number, Project Name and Solicitation Number must be included in the subject line of all questions related to this requirement.
Note: No questions will be considered until the actual solicitation is released, on or by December 18th, 2023.
STATEMENT OF WORK
A. GENERAL INFORMATION
1. Title of Project: Project# 626-22-201 “Upgrade Oxygen”
2. Scope of Work: The contractor shall furnish all labor, material, equipment, and supervision necessary to accomplish the construction work, alterations, necessary removal of selective existing construction and certain other items to complete this project, including architectural, plumbing, medical gas, controls, electrical power and systems, Project# 626-22-201 to “Upgrade Oxygen” at the Tennessee Valley Healthcare System, VA Medical Center, 1310 24th Avenue South, Nashville, TN 37212.
3. Period of Performance is 180 calendar days from the Issuance of the Notice to Proceed (NTP) to complete the work, including submittals, lead times, inspections, and closeout.
4. Statement of Bid Item(s):
1. BID ITEM I (BASE BID): Complete all work associated with Project 626-22-201 to “Upgrade Oxygen” in strict accordance with the specifications and drawings to provide oxygen system upgrades, piping and alarm panels as indicated along with demolition of abandoned piping. Work includes general construction, alterations, necessary removal of existing selective construction and certain other items.
Period of performance: 180 calendar days from the Issuance of the Notice to Proceed (NTP).
2. BID ITEM 2 (ALTERNATE NO.1): All work as indicated for BID ITEM 1 (BASE BID) except omits demolition work in wing 4C shown on PG104D.
Period of performance: 175 calendar days from the Issuance of the Notice to Proceed (NTP).
3. BID ITEM 3 (ALTERNATE NO.2): All work as indicated for BID ITEM 2 (ALTERNATE 1) except omit demolition work in wing 3C shown on PG103D.
Period of performance: 170 calendar days from the Issuance of the Notice to Proceed (NTP).
B. GENERAL REQUIREMENTS
1. All work, including materials, shall have a one-year warranty, or as noted in project specifications.
2. The Medical Center will be occupied during the construction. VA will not be removing furniture and equipment for the contractor to install piping. The contractor is responsible for moving items below the active work area, covering/protecting items, then moving them back in place and cleaning up.
Contractor shall actively work and turned over area to completion, before moving to the next area.
Corridors shall remain open during normal medical center hours of operation. Medical Center normal working hours are Monday through Friday from 6 a.m. to 5:00 p.m. On-site work time shall be managed to minimize the effect on the medical facility.
3. Sub-basement work is considered confined space appropriate precautions and monitoring must be adhered to.
4. Portions of work that require shutdowns, noise, vibration, or interrupt adjacent service operations shall be performed from 5:00 p.m. to 6:00 a.m. and on weekends.
5. The contractor shall be required to work some nights and weekends to complete the work, maintain the functionality of affected areas, and to minimize disruptions to the Medical Center’s operations.
Corridor work must be performed after-hours, if the contractor cannot maintain 5 feet clear for patient and staff traffic Before evening and weekend work begins, a request shall be submitted by the contractor and approved by the VA COR three weeks in advance of the work taking place.
6. The contractor shall coordinate all work 3 weeks in advance with the VA COR.
7. The contractor superintendent shall always be on-site during the performance of the work associated with this contract.
8. A facility key (permitting access to electrical closets and mechanical rooms shall be provided to the Superintendent. Contractor must pay $500 for each lost key.
9. When using “furnish”, “provide”, “install”, or similar term is used regarding all labor, materials, and equipment to perform the job it shall mean a complete installation that is ready for use.
10. The contractor shall identify all employees who will be working under the awarded contract. The contractor personnel shall include employees, sub-contractors, suppliers, and delivery personnel entering the medical center. Those employees shall bring one photo ID and the second form of state /federally issued ID to obtain a VA Contractor identification badge. This badge must always be worn above the belt while on medical center property. The contractor’s employees shall return all I.D. badges to designated personnel at the end of the period of performance of the contract. Lost badges will result in a surcharge.
11. The contractor's safety manager is responsible for safety inspections of all contract operations and will be identified to the contractor. All VA and OSHA safety regulations shall be observed during the performance of work identified in this contract. Provide signage and barricades, as required, to maintain the safety and protection of work around the project work site. Daily safety reports shall be provided to the COR - daily. All workers shall have their 10-hour OSHA training card and the Superintendent shall have their 30-hour OSHA training card.
12. The contractor shall visit the job site to thoroughly familiarize themselves with all the details of this work and working conditions. The contractor shall also verify all dimensions in the field and shall advise the CO and COR of any discrepancy before performing any work. The contractor shall be responsible for the coordination and proper relation of his work to the building, structure, and phasing, ensuring the safety of employees, and workmen.
13. The contractor shall not allow smoking in any building or vehicle or Conex (located on VA property) and shall ensure employees do not smoke on VA property. This is a smoke-free facility with no smoking on the grounds.
14. The contractor will take adequate precautions to protect all adjacent equipment, concrete pads, and walkways in the work area from spills, drips, runs, and damage from the use of power tools.
15. The general contractor will be provided two to five parking space. Employees can park in designated areas if available. Drivers should be particularly concerned with pedestrian traffic and yield to pedestrians. Seat Belt use is mandatory on all VA grounds.
16. The Contractor shall always keep the work area and stored materials/equipment(s) areas free from the accumulation of waste materials. The Contractor shall remove from the work and premises any rubbish, tools, scaffolding, equipment, and materials that are not the property of the Government. This includes the area around the dumpster/Connex. Material stored on-site shall be organized and inside a conditioned storage space. Materials shall not be stored on top of Conex.
17. Equipment (building service equipment and systems) shall be provided by nationally recognized manufacturers that produce and distribute products across the United States for over 5 years. Manufacturers must have local vendor representatives.
18. When fixtures/devices are being removed, remove all appurtenances related or connected to the items being removed or demolished. Utilities shall be removed back to the source or active main/branch. Do not leave any abandoned utilities/lines or dead-end lines. Final verification is required by COR before covering up utilities or services.
19. The type of controls throughout project work shall be consistent. Controls must be of the same manufacturer and type.
20. Due to space limitations, the contractor will only be provided one space for a staging area (one small Conex and one small dumpster). This area will be fenced off for security and safety. For equipment/material that is no longer needed and/or waste, the contractor is responsible for their proper and daily removal. The staging area location will be determined by the COR. An onsite office or office trailer is not authorized for this project.
21. There is only one final inspection at the end of the project, contractor shall request a final inspection two weeks after providing a certified inspection report (in writing), and a copy of their completed and corrected QA inspection. At the time of the request, there shall be no incomplete work.
