1. Are Sign Design and Planning Services required to develop the signage package from concept to completion? YES. The scope of work states proposals are to include before and after renderings depicting new interior signage and propose new ideas for new signage, which indicates sign design is not established and must be developed – is this the accurate? YES

2. If sign design and planning services are required, how should contractors present their cost for this service as there is no line item for this on the price / cost schedule? The government will add line item #13 for design/planning services if required.

3. Can you provide PDF floor plans of all areas included in the scope of work? See Attached

4. Can you please provide a PDF of the schematic design drawings that were shared in hardcopy in the pre-bid meeting? See Attached

5. Can you please provide sign type drawings with material specifications, sizes, and graphic elements for each sign type described in the line itemized price / cost schedule? Refer to the TIL document

6. The line-item detail in the price / cost schedule includes several sign types on the same line item. For example, line item 1 includes 6 different sign types with QTY 57 EA. Does this mean 57 of each sign type? 57 total between these 6 sign types? If in total, how many of each specific type as this will effect unit pricing? For reference, the 6 sign types described in line item 1 are:

a. 8.11 w/ header XS Elevator Directory

b. 8.11 Informational

c. 8.86V XS Directional

d. 8.86V XS Directional A

e. 14.1 FOH (5) Strip Directional A

f. 14.0 BOH (5) Strip Directional NO. This does not mean 57 of each sign type. This is where your design/planning kicks in and your knowledge on sign type is implanted based on review of facility.

7. In the mandatory pre-bid meeting the VA described the desire for each contractor to present their unique solutions featuring their unique product lines, however specific sign sizes, material specifications, and quantities are not determined, therefore bidder solutions will likely vary greatly with product applications and solutions. During the MANDATORY SITE VISIT, vendors were encouraged to refer to the TIL for specific sign sizes and material. Quantities were to be determined during site visit and continuous review of drawing that have been provided.

8. What is VA contracting’s methodology for evaluating bids to determine bids are fair, equal, and comparable in both scope and price? See solicitation evaluation section.

9. What criteria are being employed to determine pricing and confirm contractors are bidding to equal product standards? See solicitation evaluation section.

10. Does the VA wish to follow the VA Sign Design Guide on the TIL? YES

11. Will bidders be given consideration if they did not attend the mandatory pre-bid conference? NO

12. Can you please provide a copy of the pre-bid conference sign in sheet? Contracting office can provide if necessary.

13. Are bidders required to employ the line-item response on the price / cost schedule, or can an alternate price / cost schedule be presented that may better reflect the bidder’s approach?

Alternate price cost schedule can be submitted to better reflect the bidders approach?

14. Will prospective bidders be allowed to present concept solutions in person, and will an additional site visit be allowed for wayfinding professionals to further assess the facility for a more comprehensive response? NO in person presentations. Additional site visits may be allowed once bidder is selected.

15. Can the bid deadline be extended further to allow bidders adequate time to prepare concepts and solutions? Bid deadline is August 28th, 2023 by COB

16. The “B.2 Price / Cost Schedule” lists vague descriptions. Are there drawings for each one of the CLINS? If not, potentially referring to sign types from the VA Signage Manual may be helpful to provide a general baseline for what the VA is looking for per CLIN. There are no drawings for the CLIN. Refer to the TIL.

17. The solicitation asks for “proposed ideas for new signage”. Is the VA is looking for a new signage system or trying to have a similar aesthetic to an existing signage system? VA is looking for an interchangeable system that will make updates simple and efficient. A new aesthetic is also welcome.

18. Typical large scale interior wayfinding projects that require design, programming, manufacture and install range between 8-12 months as referenced in the VA Signage Manual. There is currently a performance period of 10-12 weeks. This accelerated period of performance will shorten the amount of time that can be spent on designing the best wayfinding solution, time for VA Reviews and require a compressed installation schedule. Could the VA please confirm the desired period of performance? Desired performance for this project is 3-6 month for design & programming. Manufacturing and install performance 3 months from start to finish.

19. What is the total count of signs needed? Total sign count should be determined by site review/evaluation.

20. Will more time be allotted for solicitations submittals? New solicitation close date is Sept 6, 2023.

21. Will installations be segmented? YES. Installations should be phased by building.

22. Will the PDF for the drawings be provided? YES. See attached

23. What’s the total square footage for the signs to be placed? 1.2 million sq ft.
