The James H. Quillen VA Medical Center (JHQVAMC) in Mountain Home, TN has a requirement to replace the Emergency generator for Building 162.
This will be a 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns under the authority of 38 U.S.C section 8127 (d).
NAICS code 238210 – Electrical Contractors and other wiring Installation Contractors, applies to this requirement. The small business size standard is $19M.
The estimated range of construction is Between $1,000,000 through $2,000,000.
This requirement will be procured per Federal Acquisition Regulation (FAR) Part 14.101 - Sealed Bidding.
The solicitation is expected to be posted on or around April 5, 2023, and close on or around May 10, 2023.
This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). Only those SDVOSB’s listed and viewable in the Small Business Administration (SBA) certification to verify SDVOSBs/VOSBs as eligible to participate pursuant to 38 U.S.C. 8127 and VAAR subpart 89.70. The SBA database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. The awarded contractor must also submit evidence of enrollment with VETS4212.
In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made.

No questions will be considered until the actual solicitation is released, on or by April 5, 2023.

STATEMENT OF WORK
Contractor Services for Project No. 621-22-137 Replace Building 162 Emergency Generator & Electrical Distribution System James H. Quillen VA Medical Center Mountain Home, Tennessee
PART I - GENERAL
Scope of Work
The following is the scope of work for project 621-22-137 Replace Building 162 Emergency Generator and Electrical Distribution Systems at the James H. Quillen VA Medical Center located at Mountain Home, TN.
1. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for project 621-22-137 Replace Building 162 Emergency Generator and Electrical Distribution System as required per the drawings and specifications.
2. Visits to the site by Bidders may be made only by appointment with the Contracting Officer’s Representative (COR).
3. All employees of General Contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
4. Contractor is responsible for maintaining operations of the facility throughout the construction, including but not limited to:
a. Providing temporary power for the facility for each phase that requires the demolition of the primary distribution switchboards.
i. Providing a temporary generator during the phasing of the generator installation.
ii. The contractor is responsible for identifying, coordinating, and submitting Federal, State and Local permits required such as, but not limited to, the Air Permit.
b. Air Permit: The contractor shall obtain all necessary information and submit all paperwork and fees to Tennessee Department of Environment & Conservation. Coordinate with the VA COR for any facility specific information required. Contractor can visit the TN-DEC website Permitting (https://www.tn.gov/environment/permit-permits-home.html) for the latest instructions and fee schedules applicable for Stationary Gas Turbine or Internal Combustion Engines in accordance with the drawings and specifications.
5. All selections of materials shall be in compliance with applicable standards and codes described in the VA Program Guides & Design Specifications and shall be determined in coordination with the COR. Master Construction Specifications Index, VA Construction Standards Index, VA Standards Index and Criteria are available in the Technical Information Library (TIL), http://www.cfm.va.gov/til/.
PART II – WORK REQUIREMENTS
1. Supervision/Communication - The Contractor shall provide support which shall include:
a. Single Point of Contact: Contractor will designate a representative as a project manager to act as a point of contact during the planning, submittals and construction phase of the period of performance. The contractor shall also designate a Site Superintendent that shall be present at all times when work is being performed on site at the VA. Contractor is encouraged to designate an alternate Site Superintendent meeting all qualifications to ensure no work stoppage. Prior to beginning any work, the Contractor shall supply the COR with the telephone number for the Superintendent and all alternates.
b. Manufacturer’s Representatives: Contractor will identify each manufacturer’s representative to answer any questions regarding product and service requests.
2. Planning and Drawing – Contractor will coordinate construction and phasing schedules where applicable with the COR and provide the following:
a. Contractor shall provide samples of the materials used for the construction as required per the specifications.
b. Contractor shall provide testing results and commissioning as required per the specifications.
c. Contractor shall provide “as-built” installation drawings to the COR upon completion of the project.
3. Site Visits – The contractor shall coordinate the following site visits with the James H. Quillen VA Medical Center’s COR and the Contractor’s Project Manager and/or Site Superintendent:
a. A post-award walkthrough prior to the start of any work to verify the site conditions and identify any issues with the current site conditions, including a pre-demolition walkthrough.
b. Site visit(s) for the inspection of the systems identified in the specifications to include at a minimum the generator, generator auxiliary systems, quick connects, load bank, transformer, distribution switchboards, and grounding.
c. Site visit(s) for the testing and commissioning of the systems required in the specifications.
d. Contractor’s Project Manager and/or Site Superintendent shall be present for all site visits.
4. Deliveries – Deliveries of materials and equipment shall be made at times when the Contractor and/or the Subcontractor are available to accept and be present at delivery. THE VA WILL NOT BE RESPONSIBLE FOR ACCEPTING, RECEIVING OR STORING Contractor’s and/or Subcontractor’s delivered materials or equipment. Contractors shall ensure the VA Project Number, Prime Contractor POC and VA COR name and contact information are included with shipping tickets. Contractor shall provide any special equipment needed for offload of all material or equipment for deliveries.
5. Final Inspection and Acceptance – Contractor’s Project Manager and/or Site Superintendent shall be present for a post-installation walkthrough to assess, document and address any punch-list items.
a. Upon identification of punch-list items, contractor shall submit a remediation plan to correct deficiencies to the COR with five (5) working days.
6. Submittals
a. Submit product data, shop drawings, samples, fabrication specifications and installation instructions as specified in the General Requirements specification.
PART III – SUPPORTING INFORMATION
1. Place of Performance – James H. Quillen VAMC, Mountain Home, TN 37684.
2. Period of Performance – Contractor shall coordinate an NTP/Kickoff Meeting with COR and CO within 10 working days of Award. All work shall be completed within 270 calendar days from the issuance of the Notice to Proceed (NTP)
3. Scheduling – Work will be performed during normal business hours Monday – Friday, 7:00 am to 5:00 pm. All other work that is required to be performed outside of established hours will need to be approved and coordinated with the COR 10 workdays in advance. The schedule shall be coordinated with the COR prior to submission and approved prior to starting work.
4. Security Requirements
4.1. Contractors, contractor personnel, subcontractors and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security.
4.2. All contractor personnel shall be required to complete the “VA Privacy Training for Personnel without Access to VA Computer Systems or VA Sensitive Information” and submit to the COR prior to beginning work on site.
4.3. All contractor personnel shall be required to review the “Contractor Rules of Behavior” agreement and Acknowledge and Accept the agreement and submit to the COR prior to beginning work on site.
4.4. Due to the scope of this work, the C&A requirements do not apply, and a Security Accreditation Package is not required.
4.5. Contractors shall obtain VA issued ID badges prior to beginning any work on site. The ID badges can be obtained for the length of the project, via the PIV services, or signed out with police services at the beginning of each day the contractor is on site. Subcontractors that will be on site for less than a week will not be issued permanent badges and will be required to sign in with police services daily.
4.6. The contractor will be supplied keys to access the areas necessary to complete the SOW. If keys cannot be supplied for specific areas, the contractor will be escorted into those areas by VA personnel. The supplied keys shall be returned to the COR upon completion of the contract.
5. Safety - Contractor personnel are required to follow all local VA and national OSHA policies and procedures while working on site. All contractor personnel not previously badged are required to attend a local VA site specific construction safety class prior to starting any work and prior to badge issuance.
6. Parking/Traffic Regulations – Contractor shall park in designated OPEN parking areas only. A Parking Permit Request form must be completed if required. Coordinate with COR. The Contractor shall not park on grassy areas unless approved by the COR and the Contractor agrees to restore areas back to VA standards. Drivers should be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be observed by operators at all times. Seat belt use is mandatory on the VA grounds.
7. Access and Outages – The contractor shall coordinate access needs and system outages well in advance of scheduled work, but not less than 10 working days, with the COR. Contractor is responsible for investigation, research, and coordination with regard to these areas and systems. System outage durations should be limited to reduce impact on other facility services, patients, visitors, and staff.
8. Noisy and Disruptive Work – The contractor shall limit impact of work activities with respect to noise, vibration, material transport and the like through scheduling, engineering controls, equipment selection, and advanced coordination with COR. Work activities shall not detrimentally impact continuous operations at the facility. Failure to comply with this requirement at any time may lead to work stoppage. Stoppages as a result of this requirement will not result in a cost or time impact to the Government.
