Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106- 1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about August 26, 2022 to Omnicell, Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of 1 Omnicell IVX Workflow, 1 IVX Color Label Printer, 1 IVX Zebra Barcode Scanner, 1 IVX Cloud License, and support services to provide support to the Pharmacy Service inside the James H. Quillen Veterans Affairs Medical Center. The IVX Workflow is the safety technology that walks the Pharmacy Technicians through how to make each IV. This safety technology will provide much-needed assistance to Pharmacy Service staff in ensuring that the IV is made correctly before it goes to each patient within the James H. Quillen Veterans Affairs Medical Center. Contractor will be responsible for the delivery of the IVX Workflow to the James H. Quillen Veterans Affairs Medical Center in a timely manner.

NCO 9 intends to non-competitively award this requirement to Omnicell, Inc. since the brand of IV safety technology is most compatible with current safety technology that is being utilized throughout the facility. Omnicell, Inc. supplies the only IVX Workflow technology to fit the needs of the James H. Quillen Veterans Affairs Medical Center. As a result, any contractor other than Omnicell, Inc. that would provide the IVX Workflow to the facility would unintentionally cause a delay in IV creation. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 339112 with the size standard of 1,000. The applicable Product Service Code is 6515. This notice of intent is not a request for proposals or quotes. However, all responsible service-disabled veteran owned small business and veteran owned small business sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar IV safety technology is available that will provide comparable capabilities for the facility. If said OFFER and technical capabilities/narrative is received within seven (7) calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
