DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C249‐19‐AP‐3053

1. Contracting Activity: Department of Veterans Affairs, VISN 9, Robley Rex VA Medical Center.

2237: 603‐20‐1‐093‐0010.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Robley Rex VA Medical Center Engineering office requires a maintenance contract to provide parts for their four DRX‐Detector Digital Arrays for a base period and four (4) option years.

Estimated cost for each year is $41,338.40, aggregate value $206,692.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Carestream is the Original Equipment Manufacturer (OEM) of the DRX‐1C Detectors. As the OEM, Carestream is the only vendor that can provide the replacement parts and install the parts to ensure the equipment continues to operate. It is imperative that this equipment provide patient care as the OEM intended. Carestream provided a sole source letter verifying its proprietary status.

4. Description of market research conducted and results or statement why it was not conducted:

The Veterans Information Pages (VIP) was consulted and no SDVOSB/VOSB were identified to perform this service. A Sources Sought notice, 36C2420Q0014, was published to FBO and zero vendors responded to the notice as a potential supplier of the requirement. This award was made to Carestream in the prior fiscal year under award 36C249P4893 in the amount of $41,338.40. No other vendors are capable of meeting the requirements.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
