Answers to Submitted Industry Questions #2 for:

36C24918R0190

Question: 1

“Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?”

Answer: All Government contracts are sales tax exempt. A sales tax exemption certificate will be issued to the awardee upon request.

Question: 2

“Will the Government provide comprehensive written badging requirements for the project if badging is required?”

Answer: Badging goes through the facility. Yes, you will be given all the requirements.

Question: 3

“Where will the designated parking area be for workers accessing the construction site?”

Answer: There is no designated parking lot. Parking is coordinated through the VA police and is not guaranteed on site.

Question: 4

“Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.”

Answer: yes

Question 5:

“During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.”

Answer: Yes NFPA 241 will apply. Extra requirements are per the specs. A fire watch will be required in affected area. Coordinate all disruptions a minimum of one week prior to requested date.

Question 6:

“Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?”

Answer: VA M&O is the point of contact for coordinating fire alarm work and/or disruptions.

Question 7:

“Has the work area been checked for asbestos?”

Answer: Yes

Question 8:

“What is the Governments’ policy if asbestos products are encountered during construction?”

Answer: If asbestos is discovered it will be handled as a differing site condition.

Question 9:

“Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms? “

Answer: Government 3rd party testing is in place.

Question 10:

“Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.”

Answer: No. This is a Firm Fixed Priced contract and proposals are not subject to price revisions.

Question 11:

“What is the level of infectious disease control rating for this site?”

Answer: Refer to the plans

Question 12:

“What is the phasing plan for this project?”

Answer: Refer to the plans

Question 13:

“Is this to be during normal business hours?”

Answer: See section B. 2. “Scheduling”, on page 5 of the solicitation.

Question 14:

“Are adjacent spaces to be occupied during construction?”

Answer: Yes

Question 15:

“Where is the nearest service/freight elevator to the work area?”

Answer: Service elevators in the vicinity of B208

Question 16:

“Please confirm that the Amendment dated 04-12-2018 is Amendment 01 (not 04)”

Answer: Since this requirement is re-solicitated from a previous solicitation, Amendment numbering for this solicitation starts at “04”. Therefore, the Amendment dated 4/12/2018 is the first amendment for this solicitation.

Question 17:

“Will the VA send out a separate bid for furniture, since you as the owner (or owner’s rep) will be purchasing that part? Or have you already decided upon the Herman Miller dealership?”

Answer: Furniture is procured through the VA Interior Design.

Question 18:

“I would like to bid on this project and based on the information I'm reading I wanted to confirm if I need to send you a proposal? Or is this something that is invitation only?”

Answer: This is not an “invitation only” solicitation, but it is a Service Disabled Veteran- Owned Small-Business (SDVOSB) set-aside.

Question 19:

“Is this project meant to be a Request for Proposals or a straight bid?”

Answer: Per instruction on page 1 of the solicitation, this is a “Request for Proposals.” Basis for Award: Lowest Price Offer. Award will be based on the lowest reasonable and realistic price received. No discussions are expected to be necessary however discussions are reserved to be conducted at the discretion of the CO.

Question 20:

“Drawing Sheet AI101 Second Floor Finish Plan is missing plan notes 2-6. These have no correlation to any of the other plan sheets. Can you please provide an update for these items?”

Answer: See Attached drawing, “AI101 SECOND FLOOR FINISH PLAN – revised”

Question 21:

“SF1442, Body of Item says “All proposals must be broken down into divisions and sub-divisions as it pertains to the price breakdown, no exceptions”. Do you have a sample price breakdown form you would like to use or can we develop our own?”

Answer: See attachment, “S02 – Contractor Price Schedule (breakout).”

Question 22:

“I do not see any proposal instructions or evaluation criteria listed in the solicitation”

Answer: Basis for Award: Lowest Price Offer. Award will be based on the lowest reasonable and realistic price received. No discussions are expected to be necessary however discussions are reserved to be conducted at the discretion of the CO.
