About this file
This document is a Questions and Answers (Q&A) file for a VA Veterans Health Administration rental chiller project (Solicitation Number: 36C24825Q0440). The Q&A provides critical technical details about the chiller rental requirements, including electrical and water connection specifications. Key technical requirements include two 500-ton chillers with specific power configurations: one chiller requiring a 480V 3-Phase 1600A breaker and another requiring two 480V 3-Phase 800A breakers. Water connections vary by plant, with Plant A utilizing Victaulic connections and Plant B using flanged connections.
The project timeline indicates a start date of 4-1-2025, with early delivery and setup possible after contract award. Specific contractor responsibilities include providing and routing cabling, installing hoses (estimated 50-100 feet per hose), and coordinating site-specific equipment placement. Critical requirements include using exactly 500-ton chillers (440-ton alternatives are not acceptable), and VA staff will handle final power connections and equipment energization. The project involves the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8, with no reported downtime expected during installation.

Rental Chiller Q&A
1. Is there a set of Drawings/One-Lines and specs/nameplates on the temp units? There are no temporary units currently in place.
2. Are the breakers needed to be terminated, installed the existing gear? Breakers are existing and installed in the switchgear. Our electricians will install our pigtails on the breakers. Breakers to power the temp chillers are existing and installed in existing switchgear. There are (3) sources of power. One 480 V 3 Phase 1600 A breaker with pigtails and camlocks is intended to supply power to one chiller. Two 480 V 3 Phase 800 A breakers intended with pigtails and camlocks intended to power the remaining chiller. One chiller will need to be prepared to receive two separate sources of power.
3. What are the safety protocols for the terminations at the existing gear? Our electricians will connect the contractor provided cabling with camlocks to the VA supplied pigtails. Contractor will be required to provide and route cabling to the three VA supplied pigtails with camlocks. VA staff will make the connections and energize the equipment. See response to RFI # 2,
4. Are we providing the pass-thru/s in walls, and if so, how many? No
5. Is the VA requiring Megger tests on temp feeds? No
6. Will we be working in areas requiring HEPA carts per IDC specs? No
7. Wil the In-house VA HVAC Staff be running the HVAC hoses and vents? No
8. Will we need cable guards for foot traffic areas? No
9. Are we responsible for CAMLOCK copper shielding? Hoses are provided by the Contractor and installed by the Contractor.
10. Is there a kirk key operation on the existing gear? No
11. Does the existing gear have a tie-breaker installed for load redundancy? No
12. Are critical loads on the switchgear and does the VA know about the potential downtime placed on these circuits. If so, what is the plan to keep these loads operational without hindering the safety of the terminating technicians? No down time is required.
13. What size of hoses are required? The Contractor supplies the hoses. This is determined at the site visit.
14. What lengths of hoses are needed from the chillers to the building tie in point for chiller A and Chiller B? Estimated need 50-100 feet for each of the four hoses depending on the location of the connections on the chillers. A site visit was provided for the contractors to determine how much hose would be needed for their specific equipment.
15. Electrical cable runs, what is the distance from the chiller to the electrical rooms.
We estimate one of the trailers will require 50-75 feet of lead and the 2nd will require 150 feet leads depending on the location on the connection on the chillers. A site visit was provided for the contractors to determine how much hose would be needed for their specific equipment.
16. Water connections at the building what type of connection is there victaulic or flanged? Plant A is Victaulic. Plant B is flanged.
17. Due to extended lead times on 500-ton Chillers, would 440-ton Chillers be an acceptable alternative for this project? No
18. Would it be possible to deliver the chillers prior to 3-31-2025 to ensure installation and operation checks are completed prior to the 4-1-2025 start date? Early delivery and set-up can be accommodated. Coordination will need to be made with the facility after contract award.
