This solicitation will be evaluated in accordance with FAR 15.101-1 - Trade-Off Process.
This acquisition is a 100% Total Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB). Those companies submitting a proposal will be verified for SDVOSB status at https://www.vetbiz.va.gov.
Bruce W. Carter Miami VA Medical Center is a smoke free facility. Contractors, to enter the Medical Center you must have a picture ID. All contractors are required to wear a face mask in accordance with CDC Guidelines. Prior to entering the medical center all contractors will be screened in accordance with CDC Guideline. The VA will NOT provide any PPE.

Project Scope
General:
4. Miami VAMC intends to issue a construction contract. The project consists of:
a. The Contractor shall provide all labor, transportation, materials, equipment, and supervision required to upgrade the existing GE CT Scan and additional electrical work at room D301B at the Miami VA Healthcare System, located at 1201 NW 16th St, Miami, FL 33125.

Specifics:
5. Site Preparation Work for: GE Healthcare Revolution APEX CT System - Room 1:
a. The site preparation work ("Work") is limited to the construction, labor, materials, equipment, and related services set forth in the specifications contained in this Scope of Work to prepare the below-defined Site for the installation of the above-referenced diagnostic imaging system.
i. The "Site" where the Work shall be performed consists of the Exam and Control rooms (totaling approximately 440 sq. ft.) that are shown on the Work Drawings and are located at Customer's facility identified above.
Division 00 – Work-Related Services:
1. The contractor shall furnish the applicable construction documents (such as as-builts, floor plan, infection control plan, structural, and electrical drawings), if and to the extent needed for production of the Work. Those services (i) will be furnished by architects and engineers licensed in the jurisdiction where the Work will be performed, and (ii) will incorporate the portions of the United States Department of Veterans Affairs Master Specifications available on the Office of Construction and Facilities Management – TIL (Standards) Internet Web site to the extent (a) GE Healthcare's architects and engineers determine they are applicable to the Work, (b) they do not expand the work set forth in this Scope of Work, and (c) they do not alter GE Healthcare's obligations set forth in the Department of Veterans Affairs Contract covering the Work.
2. Retain a set of GE Healthcare's site-specific equipment installation drawings at the Site and redline those drawings to indicate any deviations made from the requirements indicated in those drawings during the production of the Work.
3. Furnish miscellaneous shop drawings if and to the extent necessary for production of the Work.
4. Furnish an electronic copy of the record drawings showing material changes in the Work made during construction based on markup drawings and other Work changes made by the Work contractors during their performance of the Work.
5. The design for the Work shall incorporate applicable building codes, rules, and regulations enacted by the state where the Site is located.
Division 01 – General Requirements:
1. Coordinate a kickoff meeting at the Site, or on a conference call to review the Work content, design for the Work, drawing approval process, if any, and finalize the schedule for the design and production of the Work.
2. Coordinate and attend a pre-construction meeting and periodic progress meetings.
Compile and distribute the minutes of those meetings and an updated construction schedule following each of those meetings.
3. Project management and full-time construction supervision services at the Site during production of the Work.
4. Seal off applicable Site supply and return diffusers and grilles to minimize dust contamination of ductwork and the surrounding areas.
5. Furnish and install (i) temporary dust barriers (zipped poly barrier attached to the door frame(s)) between the Site and the adjoining areas, and (ii) temporary walk-off mats at the entrance(s) to the Site, and (iii) a temporary negative air unit for the Site with HEPA filtration for general dust control.
6. Maintain the Site in a reasonably clean and safe condition in compliance with applicable OSHA regulations.
7. Comply with the reasonable written fire prevention measures and other written general construction related rules furnished by Customer and that are in effect at the Site.
8. The Work shall be produced during Standard Work Hours set forth in the VHA procurement manual.
9. Power and other utilities shutdowns shall occur during Standard Work Hours and shall be coordinated with a representative of Customer.
10. Clean the Site (broom clean) daily. At the completion of the Work, the contractor shall remove all tools, equipment, surplus material, and temporary structures, and clean the Site (broom clean).
11. Furnish a dumpster for Work rubbish and debris near the Site in an area designated by
Customer.
12. If areas adjoining the Site are occupied during the production of the Work, coordinate the Work so that the use and occupancy of those areas will not be unreasonably impaired for extended periods of time.
13. Coordinate the delivery and storage of the Work materials with Customer.
14. The Work will comply with applicable building codes, rules, and regulations enacted by the state where the Site is located.
15. If finishes (e.g., plastic laminate, floor or ceiling tile, carpet, ceramic tile, paint, stain, etc.) are included in the Work, samples of those finish materials will be furnished to Customer for its selection of the color/pattern of those finishes.
Division 02 – Existing Conditions:
1. The site work/selective demolition work includes the following services and elements.
The removed items include the disposal of those items, unless otherwise specified.
The site work/selective demolition Work elements will be performed only to the extent necessary to produce the Work.
2. Remove the existing diagnostic imaging system's main disconnect panel from the Site.
Remove portions of the existing walls from the Site to the extent necessary to allow for the installation of, where applicable, conduits, and main disconnect panel.
3. Remove a portion of the existing diagnostic imaging system's power feeder (conduit, wire, and fittings) from the location of the existing diagnostic imaging system's main disconnect panel to a new electrical splice box location above the ceiling of the Exam room. The remaining portion of the existing power feeder wire, conduit, and fittings from that electrical splice box to the source electrical panel will remain and be abandoned.
Division 07 – Thermal and Moisture Protection:
1. Furnish and install caulking and, where applicable, fire rated sealant compounds at the Work penetrations. The fire rated materials shall be consistent with the fire rating of the penetrated building component.
Division 09 – Finishes
1. Patch the existing ceiling within the Site in the areas damaged by the production of Work using Materials similar to the existing ceiling.
Division 13 – Special Construction: Radiation Shielding
1. The existing radiation (x-ray) shielding shall remain as is, unchanged, except for furnishing and installing 1/16" thick lead patches at the Work penetrations in the existing radiation (x-ray) shielding in the walls of the Exam room.
2. Furnish and install 1/16" lead-lined drywall on the existing wall(s) where the drywall was removed in the Exam room to a height of 7'-0" above the finished floor.
Division 26 – Electrical:
Power:
1. Furnish and install a new 5-wire, 3-phase electrical feeder (conduit, wire, and fittings) rated for 200 amps at 480 volts for the new diagnostic imaging system. The feeder will extend from a new (included) 200-amp breaker installed in the existing electrical distribution panel located in the electrical room (approximately 100 linear feet from the perimeter of the Site) to the new main disconnect panel located in the Exam room.
2. The existing 120-volt outlets throughout the Site will remain as is, unchanged.
Lighting:
1. The existing lighting fixtures and circuits throughout the Site will remain as is, unchanged.
Diagnostic Imaging System:
1. The existing electrical cable ducting, junction boxes, conduit, and fittings throughout the Site will be used for the new diagnostic imaging equipment. They will be supplemented with new electrical cable ducting, dividers and junction boxes, conduit, and fittings that are like the existing, if and to the extent necessary for the installation of the diagnostic imaging system.
2. Install only one new GE Healthcare main disconnect panel and the associated system emergency off button, both furnished by others.
3. The existing x-ray in use light and associated control panel shall remain as is, unchanged.

2. GENERAL INFORMATION
1. MAGNITUDE OF CONSTRUCTION: Between $100,000.00 and $250,000.00.
2. Site Visit: A site visit for this requirement is scheduled to occur on Friday, December 3, 2021.
Participants are to meet at 10:30 AM, at the Bruce W. Carter Miami Medical Center, 1201 NW 16th Street, Miami, FL 33019, Planning and Analysis, Room B110.
3. Questions: Questions shall be submitted by the prime contractor, through email to the Point of Contact listed above. No questions by telephone will be accepted. The cutoff for submission of questions, 12:00 PM ET, December 8, 2021. Prospective vendors shall provide their proposal via e-mail to aldwyn.singleton@va.gov in any of the following formats: .pdf, .docx, or .doc to the issuing office address identified above (8 Megabyte File Size Limitation). The Government will evaluate proposals submitted in response to this fair opportunity request. Offerors for furnishing services identified within the schedule shall be submitted electronically to the Contract Specialist (CS) at Aldwyn.singleton@va.gov not later than closing date and time specified on SF1442, block 13a or as amended on SF30.
5. SDVOSB Verification – The Government will review VetBiz (https://www.vip.vetbiz.gov/) to confirm SDVOSB status verification for the submitted proposal. Evaluations will be performed on proposals submitted by verified SDVOSBs only. Subsequent confirmation of SDVOSB verification status will be performed for the apparent awardee.
6. BONDS (Reference Contract Clause FAR 52.228-15 for further information on applicability): A payment and performance bond shall be provided. The penal sum shall be one hundred percent (100%) of order price. Bonds and other payment protection shall be provided within 10 calendar days of award of the Contract. Notice to proceed will not be issued until the Contractor provides sufficient bonding to cover the work being performed.

7. OFFER GUARANTEE (BID BOND) (SUBMIT WITH YOUR PRICE
PROPOSAL): Per FAR Clause 52.228-1-Bid Guarantee, the amount of the bid guarantee shall be 20 percent of the bid price or $750,000, whichever is less. NOTE: A scanned copy of the original is acceptable with the original sent by mail.
8. WAGE DETERMINATION: Wages for all contractors and subcontractors must comply with Davis Bacon Wage Determinations. The current determination is DBA FL20210215. Be advised the determination that is current at the time of the Contract award is the determination that will apply for the project. Current determinations are always available at: https://wdolhome.sam.gov/ .
9. SAFETY OR ENVIRONMENTAL VIOLATIONS AND EXPERIENCE
MODIFICATION RATE (EMR)
a. All Offerors shall submit with their proposal a completed Attachment D, which supplies the Government information pertaining to your firm’s past Safety and Environmental record. A submitted Attachment D represents a certification of your firm’s past Safety and Environmental record identifying serious, willful, or repeat violations from OSHA or any EPA violations within the last 3 years. Please attach explanation for any violations.
b. All Offerors shall submit information regarding their current Experience Modification Rate (EMR) equal to or less than 1.0. This information shall be obtained from the offeror’s insurance company and be furnished on the insurance carrier’s letterhead and included with the completed Attachment D.
c. Self-insured contractors or other contractors that cannot provide their EMR rating on insurance letterhead must obtain a rating from the National Council on Compensation Insurance, Inc. (N1CCI) by completing/submitting form ERM-6 and providing the rating on letterhead from NCCI. Include this letter with the completed Attachment D. Note: Self-insured contractors or other contractors that cannot provide EMR rating on insurance letterhead from the states or territories of CA, DE, MI, NJ, ND, OH, PA, WA, WY, and PR shall obtain their EMR rating from their state-run worker’s compensation insurance rating bureau and include this letter with the completed Attachment D.
d. A Determination of Responsibility will be accomplished for the apparent awardee prior to processing the award. The information provided, along with other information obtained from Government systems, such as the OSHA and EPA online inspection history databases will be used to make the Determination of Responsibility.
3. PROPOSAL PREPARATION AND EVALUATION INFORMATION
Technical Proposal Format: Technical Proposal shall address all information requested and will then be evaluated against the stated factors. The following format shall be used:

2. TECHNICAL APPROACH:
Under the Technical Factor, the Government will evaluate the extent to which the offeror’s proposal demonstrates a sound, practical approach for satisfying the requirements stated in the solicitation. The three subfactors under the Technical Factor were developed through both consideration of the scope of the requirements, as well as a focus on those capabilities the Government considers to be most important for offerors to possess in order to achieve successful contract performance. The approaches, plans, processes, and team capabilities required to be demonstrated within these subfactors are equally important in order to achieve successful contract performance.
The Government will determine if the proposal meets or exceeds requirements, to what degree the proposed approach indicates an understanding of the requirements, and the level of risk to unsuccessful performance per the rating definitions contained within Table 2 below.
The Government will utilize the combined Technical/Risk rating methodology contained within Table 2 below, which includes consideration of risk in conjunction with the evaluation findings; strengths, weaknesses, significant weaknesses, and deficiencies of the offeror’s proposal when determining the Technical Factor rating.
Evaluation of risk will assess the degree to which the offeror’s proposed approach for meeting the requirements outlined in this solicitation may cause disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, or the increased likelihood of unsuccessful contract performance. Risk is one aspect of the technical evaluation and contributes to determining the Factor level rating If an offeror’s proposal demonstrates a material failure to meet a Government requirement, it is a deficiency in the offeror’s proposal.
The Government will favorably consider an element(s) of a proposal that offers tangible benefits to the Government that would be realized both during the initial transition period and throughout the period of performance and result in increased efficiencies and/or a reduced amount of Government oversight as a result of turnover, inadequate vetting of personnel, lack of proper oversight of subcontractors, failure to monitor credentials, etc. Identified strengths may be incorporated into any resultant contract award (i.e., added to the SOW, schedule, etc.) as appropriate.
Subfactor 1 – Specialized Experience and Capability
The offeror is required to submit two example projects demonstrating your firms experience and capability similar to this requirement, renovation and expand hemodialysis. These demonstrations in similar experience and capability shall be in a healthcare environment with trade coordination work as critical activities for each of the two (2) below capability areas that demonstrate the prime’s and/or key subcontractor’s experience and capability to successfully complete the example project. A total of 4 example projects shall be provided. Two examples as the prime and two examples from the subcontractor. Self-performed projects demonstrating your firm’s capability may be used to respond to the Government’s request for two example projects demonstrating similar construction capability of the firm (subcontractor). Please identify these projects as such.
A total of four example projects must be provided, i.e. ((Prime/Prime) + (Sub/Sub) = 4 or (Prime/Prime) + (Prime-Self Perform/Prime-Self Perform) =4))
1.Provide two example projects demonstrating the offeror’s project management experience and capability as a prime contractor on a construction project of similar type and scope.36C24822R0042.
2.Provide two example projects demonstrating similar construction capability of the firm(subcontractor) that will be performing the constructing/renovation in a healthcare environment.
a)Example projects submitted are to demonstrate a firm’s experience and capability must be relevant to the work that the firm will be performing under the prospective contract. The offeror should explain how the work performed by the proposed firm in the example project is relevant to the proposed acquisition.
)Relevant is defined as work constructing/renovation, expansions, in a health care facility. Recent is defined as a contract completed within the last five years.
Subfactor II – Subfactor 2 – Technical/Management Approach a)Ability to follow Solicitation instructions and Proposal Organization, Appearance &Completeness.
b)Technical Narrative
1.Describe in a written narrative, the plan for phasing the work so that the facility remains operational.
The narrative will also detail how the contractor intends to prepare the site, renovate, and return to use within any specified time limits.
2.Organizational Chart and Narrative – Clearly describe the prime responsible firm (or firms if a J/V) and individuals as well as the roles and responsibilities of individuals proposed as consultants and subcontractors. Provide a list of all consultants and all proposed major subcontractors, including telephone number, address, and name of contact.
b. Each individual’s name, title, duty, years of experience and experience level relating to similar contracts in size and scope (renovation, expansions, in a health care facility, minimum threshold value of $2,000,000). At a minimum, the Offeror shall provide information for the following disciplines:
1.Site Superintendent 2.Quality Assurance Manager 3.Safety Manager
b. The narratives for the Site Superintendent, Quality Assurance Manager and Safety Manager must show a minimum of two (2) years’ experience for each respective discipline on a project of similar size and scope (renovation, expansions, in a health care facility, minimum threshold value of $500,000), showing project history with these key personnel in relations to the project’s description. The Quality Assurance Manager and the Safety Manager may be the same individual, but they must show the minimum of two (2) years’ experience for each respective discipline.
Subfactor III – Schedule
a. The Government will evaluate the proposed progress schedule and the extent it shows the milestones and major portions of the contract work, including, material submissions, submittal acceptance, partial and final inspections, punch list completion, testing, etc. with start dates and a completion dates for each, and the critical path being clearly identifiable.
b. The Government will evaluate the level of detail for specific tasks with dates for each step of the process including: Mobilization; Demolition; Phasing; Provisions for overtime or shiftwork; Timing of relocation of existing utilities; Commissioning; Tests and final inspection, and whether task durations are expressed in calendar days.
c. The Government will evaluate how well the Offeror specified the days of the week and the hours of construction operations during each phase of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.

Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable.
3. Past Performance
Past performance information will be obtained from references provided by the offeror and from other sources known to the Government or learned during the course of the evaluation. Each offeror will be evaluated on its performance for similar type of projects. The government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement.
a. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance, in accordance with FAR 15.305 (a)(2)(iv). Therefore, the offeror shall be determined to have unknown past performance.
b. In conducting the past performance evaluation, the Government reserves the right to use both the information provided by the offeror, and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems and commercial sources.
c. Offerors shall provide completed Past Performance Surveys of at least 1 and not more than 3 recent (within the past 5 years) and relevant references. Relevant means similar in size, scope, magnitude of effort and complexity to this requirement. The Contracting Officer will evaluate past performance to rate accordingly and may contact sources provided in the survey as necessary.
4. Price
a. The Government will evaluate price based on the price of Line Item 0001. Contractor is to provide a completed Statement of Proposal Items found in the schedule of the 1442. Attached to the completed Statement of Proposal Items shall be a project price breakdown. A project price breakdown sample .xls format is attached to the solicitation is to be used, Attachment E. Total Price will be used to evaluate price.
b. Completed Attachment E in accordance with the instructions within the General Information, paragraph 9.
c. Completed limitation on subcontracting certification, VAAR 852.219-78.
5. AWARD
a. The Government will evaluate proposals submitted in response to this solicitation, which meet the requirements in accordance with the factors listed above.
b. This procurement will be a single award on a best value basis resulting from this solicitation to the responsible offeror. The following three (3) factors have been identified and shall be utilized in the evaluation of offers and in the determination for award.
1. Technical Approach
i. Subfactor I, Specialized Experience and Capability.
ii. Subfactor II, Technical Management Approach
iii. Subfactor III, Schedule.
2. Past Performance
3. Price
The technical subfactors are equal to each other in importance. Technical and Past Performance when combined are significantly more important than Price.
2.1 52.216-1 TYPE OF CONTRACT (APR 1984)
The Government contemplates award of a Firm-Fixed-Price contract resulting from this solicitation.

2.2 52.222-5 CONSTRUCTION WAGE RATE REQUIREMENTS—SECONDARY SITE OF THE WORK (MAY
2014)
(a)(1) The offeror shall notify the Government if the offeror intends to perform work at any secondary site of the work, as defined in paragraph (a)(1)(ii) of the FAR clause at 52.222-6, Construction Wage Rate
Requirements, of this solicitation.
(2) If the offeror is unsure if a planned work site satisfies the criteria for a secondary site of the work, the offeror shall request a determination from the Contracting Officer.
(b)(1) If the wage determination provided by the Government for work at the primary site of the work is not applicable to the secondary site of the work, the offeror shall request a wage determination from the Contracting Officer.
(2) The due date for receipt of offers will not be extended as a result of an offeror's request for a wage determination for a secondary site of the work.

2.3 52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL EMPLOYMENT
OPPORTUNITY FOR CONSTRUCTION (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action
Compliance Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

These goals are applicable to all the Contractor's construction work performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, the Contractor shall apply the goals established for the geographical area where the work is actually performed. Goals are published periodically in the Federal Register in notice form, and these notices may be obtained from any Office of Federal Contract Compliance Programs office.
(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in 41
CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative action obligations required by the clause entitled "Affirmative Action Compliance
Requirements for Construction," and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade.
The Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor, or from project to project, for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, Executive Order 11246, as amended, and the regulations in 41 CFR 60-4. Compliance with the goals will be measured against the total work hours performed.
(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for Federal
Contract Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the—
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
(5) Geographical area in which the subcontract is to be performed.
(e) As used in this Notice, and in any contract resulting from this solicitation, the "covered area" is the City of Miami, County of Miami-Dade, State of Florida.

2.4 52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT—CONSTRUCTION MATERIALS (MAY 2014)
(a) Definitions. "Commercially available off-the-shelf (COTS) item," "construction material," "domestic construction material," and "foreign construction material," as used in this provision, are defined in the clause of this solicitation entitled "Buy American—Construction Materials" (Federal Acquisition
Regulation (FAR) clause 52.225-9).
(b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy
American statute before submitting its offer or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.
(c) Evaluation of offers.
(1) The Government will evaluate an offer requesting exception to the requirements of the Buy
American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(3)(i) of the clause at FAR 52.225-9.
(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the
Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers.
(1) When an offer includes foreign solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.
(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and
(d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.
(3) If the Government determines that a particular exception requested in accordance with paragraph
(c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on use of the foreign construction material for which an exception was requested—
(i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or
(ii) May be accepted if revised during negotiations.

2.5 52.228-1 BID GUARANTEE (SEP 1996)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds—
(1) To unsuccessful bidders as soon as practicable after the opening of bids; and
(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.
(c) The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000.00, whichever is less.
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

2.6 52.228-17 INDIVIDUAL SURETY—PLEDGE OF ASSETS (BID GUARANTEE) (FEB 2021)
(a) Offerors shall obtain from each person acting as an individual surety on a bid guarantee—
(1) A pledge of assets that meets the eligibility, valuation, and security requirements described in the
Federal Acquisition Regulation (FAR) 28.203–1; and
(2) Standard Form 28, Affidavit of Individual Surety.
