SCOPE:
Unless otherwise specified herein, the contractor shall provide the required supervision, labor, equipment, parts, supplies, travel expenses and materials to perform preventive maintenance & repairs for the building automation system at the Veterans Affairs Caribbean Healthcare System.
The Veterans Affairs Caribbean Healthcare System, comprised of San Juan Medical Center, Arecibo Outpatient Clinic, Guayama Outpatient Clinic, Mayaguez Outpatient Clinic, Ponce Outpatient Clinic, Saint Croix Outpatient Clinic, Saint Thomas Outpatient Clinic, Utuado Outpatient Clinic, Comerio Outpatient Clinic, Vieques Outpatient Clinic, Ceiba Outpatient Clinic, Arecibo Vet Center, Ponce Vet Center and San Juan Vet Center, requires the use of a Building Automation System to control and monitor the utilities delivered for patient care. The fundamental basis for the BAS is to safeguard the quality of the utilities delivered for healthcare services.
The contractor must establish a system of call back to attend any extra ordinary situation that affect the integrity of the BAS operation.
Contractor must provide evidence with bid that at least one (1) of the Contractors employees must have the following licenses (otherwise their offer will not be considered):
a. Trane Tracer Summit Installation and configuration.
b. Trane CentraVac Electronic Control
c. Tracer SC Operations.
d. John Controls Metasys FEC Programing.
e. John Controls Metasys FEC Custom Programing.
f. John Controls Metasys Engineering and Set up.
g. John Controls Metasys troubleshooting.
h. John Controls Metasys NAE Configuration.
i. Distech Controls (Tridium) EC-Net AX Certification.
j. Distech Controls Applications and controllers certifications.
k. Metasys Extended Architecture for Engineers
Limitations on Subcontracting- the Government will not allow more than 50% the work under this contract to be Subcontracted.

DESCRIPTION:
THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for Socio-economic groups: Service Disable Veteran Owned Small Business, Veterans Owned Small Business, Women Owned Small Business, Small Business and Large Business. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, San Juan, Puerto Rico Services Team, is conducting market research to identify potential sources with the intention to award Service Contract.
Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS). NAICS Code is 238220. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than 10:00am Eastern Standard Time (EST) on November 10, 2020. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regard to this requirement, as they are not authorized to discuss this matter related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for proposal therefore will not be considered for a contract award.
