B.2 STATEMENT OF NEED (SON)

BACKGROUND: The James A. Haley Veterans’ Hospital and Clinics (JAHVH) located in Tampa, Florida, requires access to an Internet-based collection of online clinical reference databases on a user-friendly platform. The purpose is to provide JAHVH employees in medicine, surgery, mental health, nursing, and administration with access to electronic journals and databases covering a specified list of health science topics. These professionals seek current, evidence-based literature in order to maintain up-to-date knowledge in support of their patient care practices, management, and research interests.

SCOPE OF WORK: Contractor will provide access to a selected group of Internet-based literature databases for JAHVH clinical, research, and administrative staff in support of their health care information needs. The online product will provide comprehensive full-text indexing, journal collections, and evidence-based databases covering the literature of clinical health care, medical research, and health administration. Contractor will ensure that users will be able to use a single search interface to access the 9 included databases.

Product must be the EBSCO-host brand name (https://www.ebsco.com/) or equivalent, Contractor shall provide the following:

1. The website will be accessible both from the JAHVH Library SharePoint (https://dvagov.sharepoint.com/sites/tampa/SitePages/Home.aspx), and remotely by individual login codes.

a. The site will authenticate users via the JAHVH IP range:

b. The site shall accommodate multiple simultaneous users utilizing any web-enabled device.

c. After an initial login from the JAHVH Library SharePoint, users shall have access to the site remotely with their personal login codes.

d. JAHVH users shall have access to updated databases as they are published online during the period of the contract.

e. The product will use a single search interface for each of the 9 included databases to provide more efficient use of the products, both by users and by the librarians instructing users.

f. The search databases will use one-click access to full-text articles directly from databases.

g. The Contractor will provide the following 9 databases:

ATLA Religion Database with ATLA Serials produced by ATLA, an association of researchers in religion and theology, this database currently indexes over 1000 journals and provides full text from more than 340 journals of religion and theology. ATLA resources are only available on the EBSCOhost research interface. This file is particularly requested and heavily used by our Chaplains and its residency program.

3. Biomedical Reference Collection: Comprehensive Biomedical Reference Collection: Comprehensive Edition provides access to nearly 900 full-text biomedical research journals. This collection covers a broad range of disciplines including medicine, dentistry, veterinary medicine and pre-clinical sciences as well as structured research evaluating current and past health care systems. Journals can be accessed directly from this file and from searches in both CINAHL Complete and Nursing Reference Center Plus (NRC Plus) databases.

4. CINAHL Complete INAHL Complete is the definitive research tool for nursing and allied health professionals. Searches in this database provide full-text access to 1,400 journals and indexing for more than 5,500 journals. Full-text access is available back to 1937, with a total of more than 6 million records in the database. In addition to journal indexing, this database provides evidence-based care sheets, quick lessons, research instruments, and continuing education modules. Articles from CINAHL are also linked to searches in Nursing Reference Center Plus. CINAHL is a proprietary product of EBSCOhost and is not available from any other publisher.

5. EBSCO Discovery Service (EDS) EBSCO Discovery Service is an EBSCOhost proprietary product providing users with a one-stop search process using a single, user-friendly search box. With EDS users can search all of the library’s subject databases, e-books, and e-journals with a single search statement. EBSCO databases and ebooks are linked automatically to EDS, and the EBSCO support team establishes links to the library’s catalog of other titles.

6. GIDEON (Global Infectious Disease and Epidemiology Network) As the premier global infectious disease database, GIDEON (Global Infectious Disease and Epidemiology Network) provides a current, evidence-based resource for diagnosis, treatment, and teaching in the fields of tropical and infectious diseases, epidemiology, and microbiology. GIDEON is an invaluable product to identify diagnostic and treatment information on over 350 infectious diseases from around the globe. Purchase of this database was originally requested by our infectious disease staff in 2018 to assist with Zika searches; today it is aiding our COVID searches.

7. Health and Psychosocial Instruments (HaPI) HaPI is the premier bibliographic database covering behavioral health measurements from the fields of health and psychosocial sciences. The database is produced by Behavioral Measurement Database Services and is now distributed only by EBSCO and Ovid. HaPI contains over 200,000 records covering 50,000 unique measurement tools, making it a vital resource for psychosocial science researchers.

8. MEDLINE Complete MEDLINE is the world’s premiere biomedical information resource, and MEDLINE Complete is its largest full-text companion. MEDLINE Complete provides access to more than 2,230 top-tier health science journals, which allows users to go directly from their search results to full-text articles with a single click. Full-text coverage dates from 1916 for many titles. MeSH indexing is included for more than 5,200 current biomedical journals.

9. Nursing & Allied Health Collection: Comprehensive Nursing & Allied Health Collection is a full-text journal database for nursing and allied health professionals. It contains nearly 400 full-text journals covering nursing, biomedicine, health sciences, consumer health, and allied health disciplines as far back as 1975. As an EBSCOhost product, this database allows users to link directly from subject searches in CINAHL and Nursing Reference Center to identified full-text articles with a single search click.

10. Nursing Reference Center (NRC) Plus Nursing Reference Center Plus provides current information about best practices in nursing and evidence-based clinical decision support. NRC Plus features a user-friendly interface for disease and condition overviews, skills, drug information, patient education handouts, videos, and medical images. In a 2018 study of products’ support of clinical decisions, NRC ranked higher than both UpToDate and Clinical Key. JAHVH Nursing Education staff ranks this as our most important resource, because of its value in nursing staff education. NRC Plus is an EBSCOhost proprietary product, providing direct links to CINAHL subject searches and references.

11. The Contractor shall software and data base support to include:

a. Usage statistics for each database and journal collection shall be available online for local site administrator. Statistics for each database shall include the number of database sessions, searches, and article downloads.

b. Contractor shall provide detailed monthly reports and annual usage for each resource.

c. Contractor will provide online search help pages and FAQs for each database.

d. The Contractor will provide promotional materials for local use.

e. Website technical support will be available Monday through Friday during normal business hours (EST), excepting federal holidays. Support will address questions of access to specific databases and respond to login problems due to users’ name changes or changes in institutional affiliation.

12. TRAINING: The Contractor shall the below training.

a. One training webinar training in use of the product per year for all 7 FTEE library staff.

b. The Contractor shall provide at one training webinar training per year for JAHVH’s clinical staff.

(d) Comptroller General Examination of Record. (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days before contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

SECTION E - SOLICITATION PROVISIONS

E.1 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (OCT 2018)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation.

(1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to— GSA Federal Supply Service Specifications Section Suite 8100 470 East L'Enfant Plaza, SW Washington, DC 20407 Telephone (202) 619-8925 Facsimile (202) 619-8978.

(ii) If the General Services Administration, Department of Agriculture, or Department of Veterans Affairs issued this solicitation, a single copy of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained free of charge by submitting a request to the addressee in paragraph (i)(1)(i) of this provision. Additional copies will be issued for a fee.

(2) Most unclassified Defense specifications and standards may be downloaded from the following ASSIST websites:

(4) Nongovernment (voluntary) standards must be obtained from the organization responsible for their preparation, publication, or maintenance.

(j) Unique entity identifier. (Applies to all offers exceeding $10,000, and offers of $10,000 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ‘‘Unique Entity Identifier’’ followed by the unique entity identifier that identifies the Offeror’s name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.
