The statement of need does not describe the Arrangement/configuration of the lights and flat panels, can you provide clarification of how these lights are to be configured including total number of mounts, lights, quantity of Flat Panels and size of Flat panels or will existing flat panels be used?
Operating room (OR’s) C and D requires the lights to be mounted at the head and foot, (of surgical bed) with two on one mount (head) and the other on the other mount (foot). OR’s C and D requires two lights and one in-light cam light.

O.R.’s A and B requires the lights to be mounted at the sides of the bed, one on each mount. OR’s A and B requires one light and one in-light cam light.

There are a total of two mounts per room. The existing panels will be used. There are a total of 10 flat panel monitors in each of the O.R.’s but only 6 are mounted together with the lights. These are 24 inch in size.

The solicitation does not provide any room/ceiling specifications. Can you please provide CAD drawings, ceiling heights, and floor plans so we can adequately quote the subject solicitation?

The four OR’s have a 10-foot ceiling and see below CAD drawing of space.

The specific needs states “8 Ea Pkg Eds Light Susp Ceiling Cover 180 mm”, our offering is 150mm would this be acceptable?
The Government will perform comparative evaluation of all quotes, and technical will be compared to statement of need. Technical will be evaluated after all quotes are received. Please make sure to include technical specifications of the brand you are quoting in your submission.

Specific needs states “provide a depth of field that measures up to ≥41"” our depth of field is 37” could this be amended to allow for greater than 37”?
The government need is a depth of field that measures up to ≥41" and this cannot be changed since this measure maintains an acceptable of depth of field.

The specific needs states 8 Ea Pkg, Eds Light Susp, Ceiling Drop Tube, 200mm, our offering would provide 250mm would this be acceptable? Specific needs paragraph states “provide an adjustable field diameter that ranges from 8.5-12.9" inches” our offering provides an adjustable light field of 6.3” – 11.8” can this specification be opened to a minimum of 6.3” to maximum of 12.9”?

The government need is for Light Suspension, Ceiling Drop Tube, min of 150mm and max 200mm. The length of the drop tube is the desired length needed. A longer drop tube could cause conflict with other equipment that may be used, such as robot, c-arm, microscope.

The government need is for the adjustable field diameter (spot size) to remain at 8.5-12.9 inches and this cannot be changed due to the need for a large spot size.

The requested delivery is 60 days ARO, could this be adjusted to 120 days ARO?

Statement of need revised from “All items to be delivered and installed within 60 days” to “All items to be delivered within 60 days.” The Government need is for 60 days delivery.

Could you please clarify/provide more information for line specification statement of need page 8 of 42, has “a reflector shield design that provides a 39-degree continuous column of light.” We need more information as we are not able to ascertain what the specification is looking for.

The government need is for “have a reflector shield design that provides a 39-degree continuous column of light.” The shield reflects light beams to cross each other to provide a continuous column of light to the surgical field, thus increasing the shadow resolution.

B.4 REVISED STATEMENT OF NEED

STRYKER VISIUM II BRAND OR EQUAL LED LIGHTING SYSTEM

GENERAL: The Operating Room (OR) at the James A. Haley Veterans’ Hospital, 13000 Bruce B. Downs Blvd, Tampa, Florida 33612, has a requirement for the replacement of the current Stryker lighting system in operating rooms A through D.

BACKGROUND: The current Stryker lighting system has been deemed obsolete from the manufacture and no longer supports it. Additionally, it has reached its end of life. Operating rooms A through D currently are still using the older generation of lights but due to the age of the lights, they no longer provide optimum lighting.

PURPOSE: The new light emitting diode (LED) lights will greatly provide optimum lighting on the surgical field. The lights must integrate with existing platform integration Make: Stryker, Model: SwitchPoint 3 Integration system, Part number: SPI 3, which will provide full optimization of product features and functionality.

SCOPE: This lighting system will be installed and used in operating rooms A through D when performing surgical procedures. The In-Light cam will be used where necessitated.

SPECIFIC NEEDS OF BRAND NAME STRYKER VISUM LED II LIGHTS OR EQUIVALENT BRAND MUST PROVIDE THESE PHYSCIAL CHARACTERISTICS: The lighting system must be sustained by the current above ceiling support structure in the OR’s, which were initially installed by Stryker. The equipment must have the physical characteristics to perform the capabilities:

SPECIFIC NEEDS OF BRAND NAME STRYKER VISUM LED II LIGHTS OR EQUIVALENT BRAND MUST PROVIDE THESE FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: The equipment must provide the following functional and performance capability to ensure an integrated platform that will provide full optimization of product features and functionality.

· provide cool light emission

· provide a LUX rating of 160.000 which is the max allowed under the FDA regulations

· provide an adjustable field diameter

· provide an adjustable field diameter that ranges from 8.5-12.9" inches

· provide a depth of field that measures up to ≥41"is required

· have a reflector shield design that provides a 39-degree continuous column of light

· have a light head made of aluminum alloy

· provide pure white light with an Ra value of >90 and an R9 value of 85 plus or minus 10%

· have lens covers will be made with a safety glass that will not yellow with age

· have a bulb life of at least 50,000 hours

· are capable of 360-degree rotation.

· have are UL certified and FDA approved

· have LED lights that uses 126 watts

· to be housed in a centrally located power supply box but neither inside the light nor above the ceiling to ensure easiest access in proposed solution.

· After all components and cable are installed, contractor to provide complete check that installation has been done properly and lights are operating within the parameters requested. The engineer will perform an in-depth 150 checkpoint when performing this quality assurance certification test. This is to confirm that all is operating at normal capacity when turned over to the user.

TRAINING: Contractor to provide training/in-service after installation.

PLACE OF DELIVERY: Warehouse receiving, James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Bldg. 1, Tampa, FL 33612.

DELIVERY SCHEDULE: All items to be delivered within 60 days of purchase order processing and order placement. FOB destination shipping.

WARRANTY OF EQUIPMENT: Contractor must provide standard manufacturer(s) two-year warranty on all provided supplies.
