Questions and Answers
1. Page 9 Statement of Work, 1.: States “This requirement is for a contractor to provide quarterly on-site testing services for quarter for OVAMC.” Can the government clarify if contractors will collect the samples at the VA locations? OR are VA personnel collecting the samples?
The Contractor will collect samples at the designated VA locations (see PWS 8.1.1) and culture samples in accordance with standard methods for Legionella isolation as stated in PWS item 3.
2. Page 9 Statement of Work, 2: States “Description of Services: Perform Legionella Pneumophila water testing of 10 hot and 10 cold water distal points at the following sites:”
There is no listing of “sites.” Can the government provide?
The sites are listed on PWS item 5 under Places of Performance.
3. Page 10 Statement of Work, 8.1: Will the government accept ISO 17025:2017 with Environmental Microbiology Laboratory Accreditation Program (EMLAP) certification to meet this requirement? This has been acceptable to other VAs for the same Legionella Testing services.
The Government will accept IOS 11731:1998 or its revised version ISO 11731:2017 & VHA Directive 1061.
4. Page 11 Statement of Work, Table: The table at the top of the page is not identified. Can the government please clarify this table? The amounts listed do not align with the CLINS in B.2 Price/Cost Schedule.
Please refer to PWS item 8.1.1. Sample collection the table describes in detail collection sites, locations and frequency. Also, an amendment has been made to the solicitation CLIN structure to align with mentioned table.
5. Page 45 E.4 General Instruction to Offerors, Eligibility: States “This solicitation is set-aside and limited to responsible service-disabled veteran owned small businesses with the ability to provide vehicle road barriers maintenance services, as described in the Performance Work Statement (PWS].” Can the government clarify the “ability to provide vehicle road barriers maintenance service”?
Amendment has been to correct the requirement information.
6. In B.2 PRICE/COST SCHEDULE, CLIN 0005 Water Testing (IAW PWS) Frequency: Quarterly (50 Hot / 50 Cold) Site: Lake Nona (Sleep Lab - Bldg 2) 80 EA This is listed on base and option years.
Question: Will there be 50 Hot/50 Cold? If so then 4 quarters = 100 x 4 = 400 samples Quarterly (10 Hot / 10 Cold)= 80 total
An amendment has been made to the solicitation CLIN structure to align with table 8.1.1 listed under Sample Collection of PWS.
7. What is expected response time for the random and on-call sampling?
48 hours.
8. We’d like to request clarification of line 0011 in the pricing sheet which lists 210 Samples annually for supplemental maintenance testing at COR request. There is no additional information detailed in the scope of work for this. Is this meant for possible retests or additional testing?
As stated in PWS item 8.1.1 Sample Collection: Table 210 Cold/210 hot for a total of 420 will be supplemental testing upon COR’s request. (As needed basis). An amendment has been made to the solicitation CLIN structure to align with table 8.1.1 listed under Sample Collection of PWS.
9. Is water sampling per:
A-Legionella pneumophila serotype 1, plus, Legionella pneumophila (2-14) and Legionella species by ISO 11731:2017 OR B- do we need all of what is in “A” PLUS 10 Legionella species by ISO 11731:1998?
The Government will accept IOS 11731:1998 or its revised version ISO 11731:2017.
10. Clarify inconsistencies in the required quantities between the price schedule and the statement of work, notably online items 5 and 11.
In order to accurately quote this requirement, could you please clarify the correct quantities of samples that need to be collected?
An amendment has been made to the solicitation CLIN structure to align with table 8.1.1 listed under Sample Collection of PWS.
