B.2 Online Subscription Statement of Requirements
Online Subscription to databases and journal for Miami VA Medical Library
· OVID Nursing Collection;
· Oral Surgery, Oral Medicine, Oral Pathology and Oral Radiology Journal;
· Medline
· OVID User License
· 5 Minute Clinical Consult Online + mobile
1. INTRODUCTION
The Miami VA seeks an online subscription to Database with full text access to medical literature in electronic format for the Medical Library. Access will be provided directly to Miami VA Medical Center via OVID platforms. Access level will be for 1 simultaneous user and site-wide access (5MC only). Access to full text content will be granted to Miami VA Medical Center and its satellite clinics while on subscription.
2. DESCRIPTION/SCOPE/OBJECTIVE
2.1 Description:
The contractor shall provide Brand Name of Equal to “Ovid”, an online database subscription for several full text medical journals with no embargo period available to Miami VA Medical Center and its satellite clinics while on subscription.
The Government has been utilizing a database subscription that provides access to full text leading medical journals and content discoverable via OpenAthens, Serials Solutions, and EBSCO Discovery System.
OpenAthens is a single sign-on portal allowing access to all library resources on subscription.
Serials Solutions is a is a platform that provides e-resource access and management to libraries. access to e-Journals and e-Book content. Serials solutions displays e-Journal and eBook content on subscription by Miami VA Medical Library and VA Library Network Office titles.
EBSCO Discovery Service allows Miami VA Medical Center users to search across medical library platforms and databases on subscription. Users conduct in-depth searches across medical library databases, providing precision when retrieving content via their subject indexing and complex mapping technology that connects to the controlled vocabulary (or thesauri) used in biomedical literature.
2.2. Objective:
The Online Subscription will allow Miami VA Healthcare System clinicians access full text literature and make best patient care decisions at the point of care (bedside). Subsequently, the Miami VA Healthcare System is a teaching hospital, and a subscription to the online content listed above with OVID technologies will strongly support the Miami VA Healthcare System Graduate Medical Education Residency programs by providing more than 700 residents on rotation with in-depth coverage in primary care, family medicine, emergency medicine, and nursing.
3. PERFORMANCE REQUIREMENTS
The Contractor shall allow complete access to requested Online Subscription starting on 05/31/2020 following award of contract.

4. DELIVERABLES:
1) ONLINE SUBSCRIPTION: DATABASE: MEDLINE (1946-DATE) (1 SIM. USER). SUBSCRIPTION#: 963209. SUBSCRIPTION PERIOD: 05/31/2020-05/31/2021.
This database is used to search for medical literature for research that is for most relevant to clinical care.
Salient characteristics include offers content in 62 specialties, clinical queries are customized for OVID from McMaster University, basic, natural language searching in addition to syntax functionality, access to OVID Medline citations that are in process or not indexed, allows multi-file searching across books, journals and database simultaneously, advanced mapping analyzes user’s natural language queries and suggests appropriate terms for searching (as opposed to knowing the exact Medical Search Term). Allows users to search for a word as entered in search. Proprietary mapping to medical subject enhances search precision headings (MeSH) developed and maintained by National Library of Medicine. Allows customers to personalize preferred search mode with various customization options. OVID allows for proximity operators to be used. Limit filters only apply to specific searches, and not new searches. One fundamental difference between Pubmed and OvidMedline is the ability to search multiple databases, as well as searching full-text journals and books with OvidMedline.
Available OVID Medline content dates to 1946 and it is updated daily/weekly.

2) ONLINE SUBSCRIPTION: JOURNAL: ORAL SURGERY, ORAL MEDICINE, ORAL PATHOLOGY, ORAL RADIOLOGY. (1 SIM. USER). SUBSCRIPTION#: 963211 SUBSCRIPTION PERIOD: 05/31/2020 - 05/31/2021.
A peer-reviewed journal that provides access to full text journal articles in the fields of oral surgery, oral medicine, oral pathology, oral radiology and advanced general practice dentistry. The OOOO Journal provides a complete overview of medical and surgical techniques of dental practice four areas. This journal is on the Brandon Hill selected list of books and journals for the small medical library.

3) ONLINE SUBSCRIPTION: OVID NURSING COLLECTION. SUBSCRIPTION: 963210 SUBSCRIPTION PERIOD: 05/31/2020 - 05/31/2021
Provides full text access to more than 50 journals of today’s leading titles in nursing and allied health. The combination of these titles is available on Ovid exclusively for institutional access.

4) ONLINE SUBSCRIPTION: OVID USER LICENSE (ONLINE, NETWORK LIC.). SUBSCRIPTION#: 963212 SUBSCRIPTION PERIOD: 05/31/2020-05/31/2021.
The OVID User License grants Miami VAMC access to OVID content listed on the quote.
Product integrates with EBSCO Discovery Service, OpenAthens, and Serials Solutions platforms currently on subscription at the Miami VA Medical Library.
5) ONLINE SUBSCRIPTION: 5 MINUTE CLINICAL CONSULT (INCLUDES APP). (SITE LIC) SUBSCRIPTION PERIOD: 05/31/2020 - 05/31/2021.
5MinuteConsult is an evidence-based tool designed for use at the point-of-care. This differential diagnosis resource provides physicians, physician assistants, nurse practitioners, and residents with access to diagnosis, treatment and management information on diseases and conditions. 5MinuteConsult provides quick access to drug monographs from Facts and Comparisons, lab test information, procedure videos and physical therapy videos, algorithms, images, patient education handouts, ICD9, ICD10 and SNOMED codes. Subscription includes 0.5 CME/CE credits per search. CME/CE has been reviewed and is accepted for up to 20 Prescribed credits by The American Academy of Family Physicians and the American Nurses Credentialing Center’s Commission.

5.2. The Contractor shall allow all necessary access to the subscription and POC as stated in section 3.
