1. How many employees need coverage?
-5,991 employees
2. How many session per issue:
-Only six sessions are authorized. After the sixth session, payment is required.
3. It appears that the EAP contract with the incumbent was extended for six months on 12/31/2019. Is this correct?
-The contract was extended from 10/1/2019 to 3/31/2020. Effective date of the new contract is 4/1/2020.
4. This solicitation appears to be asking for quotes for Financial, Legal and Work life Services only without the traditional EAP counseling. These services are typically a part of an EAP contract.
-EAP counseling is included along with financial, legal and work life services.
With the original contract potentially ending in approximately three months, wouldn’t it be more beneficial to solicit for EAP with full services and a start date when the current contract ends? The current contract will end 3/31/2020 and the effective date of new contract is 4/1/2020.
5. Additionally, the Performance Work Statement, but the Price Sheet appears to state that ESPYR will be supplying all services. Can we get a clear definition of what is required?
- On the Price schedule, “ESPYR EAP” to” is deleted and the sentence will begin with “Provide”. See attached price sheet.
6. Can annual training sessions be made available via webcast, webinar in lieu of live onsite?
· All training and critical incident responses have been provided on-site. Webinars are provided if that is the format specifically requested by the customer. Benefits and other types of fair are on-site to promote the program; those activities cannot be done by webinar or webcast.
7. Will be a short extension for vendors to adapt to answers?
-Effective date of the contract is 4/1/2020.
8. On page 6 of 63 paragraph II., Background, the fifth sentence will include “Legal” as a counseling service.

B.4 PERFORMANCE WORK STATEMENT
Employee Assistance Program I. General: The James A. Haley Veterans Hospital in Tampa, Florida, has a requirement to provide programs and services by an independent, local counseling service for assessment, referral and limited counseling, with costs paid by the James A. Haley Veterans’ Hospital. Costs of additional counseling services will be paid by employees or their health insurance providers. Referrals of employees and/or eligible family members may be self-referral or by any supervisor of the James A. Haley Veterans’ Hospital.
II. **Background: The employee assistance program has been made available for all current James A. Haley Veterans’ Hospital employees at no additional cost. This program serves employees who are experiencing personal problems that may be affecting their job performance, attendance, or conduct. EAP counselors provide assessment, referral and short-term counseling services to employees with family or marital difficulties, alcohol or drug dependency, legal, financial, emotional or other problems.
