STATEMENT OF WORK (SOW)/PRICING SCHEDULE
TRANSFORMER REPLACEMENTS
Location: C. W. Bill Young VA Medical Center (VAMC) **Brand Name or Equal** (References: Square D Power-Zone and ABB Transformers) Equal Items must meet the specific details listed below. Explanation of how Equal Items meet each of specific details listed below and must be included with quote.
STATEMENT OF WORK
· General:
The Bay Pines VA Healthcare System is in need to replace a total of four (4) transformers currently located at the C. W. Bill Young VAMC in Bay Pines, FL. The contractor shall provide all labor, tools, materials, along with supervision when removing and replacing the transformers in the following locations listed below:
1. Bldg. 100 Switchgear Room, 1F-115 (removing/replacing/disposing 3 transformers)
1. Bldg. 20 (removing/replacing/disposing 1 transformer)
· Scope:
The new transformers shall meet or exceed the specifications for this requirement (specs listed below individually for job location). The new transformers shall be manufactured to fit in the space and conformed to meet the dimensions of the existing transformers with minimal modifications. Any transformers that do not meet these requirements in their designated location, shall be evaluated for determination of compatibility with the VA requirements.
All labor and workmanship must conform to OSHA Standards and local Safety regulations.
All crane lifts must be preapproved by VA Safety prior to any crane lifts being performed on-site.
The contractor shall work to remove/replace the transformers with minimal downtime and impact to the facility, along with disposing the old transformers/units from job site.
Although a Site Visit is not required, it is strongly encouraged for those who would like to participate with this requirement, so the contractor can scope/view the designated area and confirm/verify new transformers will fit in the designated locations listed above (details for time/date/location will be stated on the Contract Opportunities Description cover page).

**The substation transformers being replaced are USN-W, USPA and USPB. ** Tour of Duty (TOD) for existing transformer @ Bldg. 100 Switchgear Room:
The work will begin on an agreed-upon predetermined time; before the work begins, the contractor will have the new transformer onsite and inspected for shipping damage. It will be staged near the existing transformer. This work shall begin on a Saturday and continuously work until job is complete, providing extra shifts of manpower as needed.
One transformer will be replaced at a time and will probably take an entire weekend, so the three (3) will take several weekends.
After lockout/tagout (LO/TO) has been performed, the contractor will start to work continuously until finished, to remove/replace, hook up and test, and commission the new transformer. This will involve special rigging to move the 12000 lb. transformer in and out of the building without damaging the existing cables/other gear and/or the building.
The contractor will check rotation before and after the work is complete, to ensure there is no change. This will be witnessed by the Electric Shop on-site.

Scope of Work for existing transformer @ Bldg. 20:
Before the work begins, the contractor will have the new transformer onsite and inspected for shipping damage. It will be staged near the existing transformer.
The contractor will note existing phase rotation on the load side and mark all high voltage and low voltage cables.
Once the power has been LO/TO, the contractor shall begin the replacement process. The transformer will be disconnected and removed, and the new transformer will be placed on the pad and connected. Contractor will test and commission the new transformer and phase rotation will be checked and witnessed by the Electric Shop.
Tour of Duty for existing transformer @ Bldg. 20: This work will be done on a Sunday, as the Post Office/Auditorium will be closed.
