STATEMENT OF NEED
GENERAL: The Research and Development department at James A. Haley Veterans Hospital (JAHVH) 13000 Bruce B. Downs Blvd., Tampa Florida 33612 has a requirement for an automated all-in-one digital Fluorescent microscope system with included software package.
BACKGROUND: The Microscope system is needed to image for high resolution of immunocytochemistry, immunohistochemistry, and fluorescence live-cell imaging as well as Oil Red O for adipogenesis. High resolution images are essential for capturing cellular interactions.
SCOPE: This equipment will enable imaging results for our VA funded projects in Obesity and Neurodegeneration. We will specifically image the association of splice factors with lncRNA using FRET. In addition, we can attach the stage top incubator to (Patel lab has this equipment- not requested here) the microscope and it provides us the opportunity of live imaging of glucose transporters and their trafficking in response to the novel PKCδI drug as well as dual staining of cells to measure apoptosis and proliferation during adipogenesis. Another project deciphering the role of GAS5 in brain also requires imaging for uptake of fluorescein labeled stabilizing compound. Moreover, we have initiated a new project in the brain that evaluates the effects of traumatic brain injury and its treatment with ASC exosomes. The uptake of labeled exosomes and its metabolism will be evaluated in brain slices and cell cultures. The automated all-in-one digital Fluorescent microscope system has a compact, fully-enclosed design which enables it to become its own built-in dark room, while all objectives and filters are controlled through the software. This Space-saving design means the unit can be set up in any location for optimal testing efficiency.

PHYSICAL CHARACTERISTICS/ FUNCTIONAL AND PERFORMANCE CHARACTERISTICS
Keyence Fluorescent BZ-X microscope system, BZ-X810 (Brand name or Equivalent)
· Analyzer software must have combined image correction tools with powerful quantification functions, including the haze reduction tool.
· The microscope must include a function to record a video at a frame rate of 95 fps or higher.
· It must be possible to report the progress status and completion of capturing by email.
· Optical sectioning image mode must be usable during fluorescence capturing because it is unaffected by fluorescence blurring.
· The microscope must include a function that enables the user, when using any of the mountable lenses, to set a maximum range of 50,000 x 50,000 pixels automatically by clicking the edges of the desired capture range, capture images in this range, and stitch them seamlessly.
· System must have an incubation chamber capability within the enclosed stage for live cell imaging.
· Microscope system must enable to become its own built in dark room.
· Fluorescence filter replacement must be possible at four locations (There are four fluorescence colors which need four filter (They are 1 Green, 2 Red and 1 Blue)
· Must be able to optimize for streamline imaging and analysis with a single platform.
· Must have a specimen is built into the body of the microscope, allowing fluorescence imaging even in a brightly-lit room.
· Microscope system must have a cooled monochrome camera which provides clear images that combine high sensitivity and low noise (This eliminates variations in light quantities received on the CCD due to the fluorescence color and allows for accurate quantification of fluorescence intensity, which is important for evaluating properties such as protein weights).
· Up to six objective filter objective lenses whose magnifications are from 2x to 100x must be mountable
· The microscope must include, as standard components, an electronic shutter, XY and Z motorized stages, an electronic revolver, an electronic filter turret, electronic color filters, electronic phase-contrast slit switching mechanism, electronic dimmer filters, and an electronic aperture control; it is necessary that all of these components can be operated with the mouse.
TRAINING: Training will be needed to properly trained staff on how to verbalize, demonstrate, acquire, and analyze images and data from the system.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:
A. Questions and Answers
1. Prospective contractors shall submit any questions regarding this requirement no later than 11:00 am EST, December 02, 2019 to Calixte.Saintil@va.gov and Leslie.Hawkins2@va.gov In the subject line notate the word Question, Business name and Solicitation number. Example: Question, Company A 36C24820Q0151.
2. Questions, with the Government’s responses, will be posted to www.beta.sam.gov no later than December 04, 2019. Government reserves the right to transmit questions and responses of a common interest to all prospective contractors.
C. Solicitation Closing Date
1. Quotes are due on or before 11:00 AM EST, December 06, 2019. Submission shall be via e-mail to Calixte.Saintil@va.gov and Leslie.Hawkins2@va.gov.
2. Interested parties are instructed to contact Calixte Saintil and Leslie Hawkins to confirm receipt of their respective quote package.
Gray Market Prevention Language
(a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable.
(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.
(c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
ADDENDUM to the provision at 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014) The Government will award a Firm-Fixed Price contract to the responsible quoter using a comparative evaluation. The comparative evaluation will be performed in accordance with FAR 13.106-2(b)(3). The government reserves the right to select a quotation that provides benefit to the government that exceeds the minimum but is not required to do so. Quoters are advised that quotation may exceed the requirements, but the government is not requesting or accepting alternate quotes; each response must respond to the solicitation requirement, stated in the RFQ.
The government will apply the following comparative evaluation process as the basis for award:
Assess the direct comparison of one quote with another in a uniform and fair manner to determine which quote provides the government what it needs, where and when in accordance with the Statement of Need (SON) and this Request for Quote. It is an assessment of which response is “best” as a whole.
Once one quotation is found acceptable, it is compared side-by-side to the remaining ones, and the “best” one is chosen for the best value to the government.
The following comparative evaluation factors shall be used:
- Technical: Each offeror’s quote shall be evaluated based on equipment and services specifications, to determine if the offeror provides a sound, compliant approach that meets the requirements of the Statement of Need and demonstrates a thorough knowledge and understanding of those requirements and their associated risk. In addition, the offeror must submit for evaluation (1) evidence of warranties, (2) specification of brand name products as detailed in the Price/Cost Schedule and Statement of Need.
- Delivery Date: The purpose of the delivery factor is to assess the offeror’s shipment information and after receipt of order (ARO) delivery days to meet the Government’s delivery timeframe of 30 days ARO.
- Past Performance: The Government may rely on internal documentation including the Contract Performance Assessment Reporting System (CPARS) and contracting officer’s knowledge of and previous experience with supply or service being acquired for determining Past Performance. If no record of past performance is found in CPARS, the contract shall not receive a favorable or unfavorable rating but shall receive a rating of neutral.
- Price: Award will be made to the offeror whose price represents the best overall value. Complete Price/Cost schedule.
Information not contained in a vendor’s quote will not be considered during the evaluation. The Government intends to make award selection without clarification but may determine after evaluating submitted quotes that the elements stated in FAR 13.106-2(b)(3) for evaluation procedures are necessary and conduct them as appropriate. The Government reserves the right to make no award if no quotes meet the requirements of this solicitation.
The provision at 52.212-3 Offeror Representations and Certifications-Commercial Items. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal. All quoters categorized as Veteran concern must be certified as a Service-Disabled Veteran Owned Small Business (SDVOSB) in VetBiz/VIP: https://www.vip.vetbiz.gov/ prior to award. All quoters must have an active and complete registration in SAM prior to award.
The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.
